On February 10, 2019, Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) will come into effect, stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

In the Regulation on Minimum Knowledge Volume and Competency Requirements that learners must achieve after graduating from intermediate and college levels in the field of installation technology of telecommunication stations, issued alongside Circular 48/2018/TT-BLDTBXH, the minimum skill requirements that learners must achieve after graduating from the field of installation technology of telecommunication stations at the college level are as follows:
- Be able to read design drawings and install equipment according to the drawings;- Calculate and resolve physical parameters during the installation of station systems;- Identify installation procedures and adhere to safety measures during the installation of BTS stations;- Apply the 5S management and hygiene model;- Proficiently use mechanical tools and measuring devices for installation and inspection;- Install supervisory equipment and green energy devices for BTS station systems;- Install telecommunication stations, copper and optical cables, telecommunication equipment cabinets, power systems, and other auxiliary devices;- Repair and troubleshoot common electrical and electronic telecommunication equipment malfunctions;- Repair and handle cable system issues;- Use measurement devices for inspection during installation;- Operate and exploit the equipment in telecommunication stations;- Provide consultations for projects in the field of telecommunication station installation;- Inspect results during the installation process;- Configure network devices: Switches, Routers, Wifi, etc.;- Install standard parameters for workstation operating systems and device applications;- Inspect and perform periodic maintenance on application software according to plan;- Check workstation operations and maintain complete hardware of workstations;- Identify malfunctions, prepare backup devices, and replace faulty equipment;- Configure and handle issues in small-scale network environments;- Utilize basic information technology as stipulated; exploit, process, and apply information technology in the specialized professional work;- Use basic foreign language skills, achieve level 2/6 in the Vietnamese Foreign Language Competency Framework; apply foreign language skills to the specialized professional work.
