Regulations on Minimum Skills for the Vocational College Program in Garment Equipment Repair

On February 10, 2019, Circular 47/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs (MOLISA) issued regulations on the minimum amount of knowledge and competency requirements that students must achieve upon graduation from intermediate or college levels in mechanical engineering fields, will take effect.

According to the Regulations on minimum knowledge volume and competency requirements that learners must achieve after graduation at the intermediate and college levels of the vocational major in repairing sewing equipment issued together with Circular 47/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating in the vocational major of repairing sewing equipment at the college level are as follows:

- Proficiently using equipment, measuring tools, maintenance tools, repair tools, and restoring mechanical parts, and machine structures in sewing equipment;

- Being able to develop procedures for inspection, maintenance, repair, adjustment, and replacement plans for parts and machine assemblies in sewing equipment in accordance with technical requirements;

- Being able to maintain, repair, and adjust the mechanical parts of single-needle, double-needle sewing machines, buttonhole machines, button attaching machines, overlock machines, bartack machines, topstitching machines, and handheld fabric cutting machines according to technical standards;

- Being able to disassemble, assemble, maintain, and repair power circuits, control circuits, motors, and solenoids in typical electronic sewing equipment, ensuring technical requirements;

- Being able to design typical jigs and fixtures in the sewing industry such as hem folding jigs, seam binding jigs, collar pressing jigs for single-needle sewing machines, meeting technical requirements;

- Being able to process, fit, and adjust hem folding jigs, seam binding jigs, collar pressing jigs for single-needle sewing machines, meeting technical requirements;

- Promptly detecting and handling common defects in sewing equipment and jigs in the garment industry;

- Correctly selecting technology and sewing equipment suppliers according to enterprise requirements;

- Advising enterprises on the investment in sewing equipment that applies environmentally friendly technology and sewing equipment utilizing the achievements of Industry 4.0;

- Managing sewing equipment in factories; supervising sewing equipment assembly lines; organizing business operations for sewing equipment and organizing technology transfer for garment factories;

- Correctly using labor protection equipment and basic fire prevention and fighting tools;

- Understanding the specifications of commonly used electronic components in sewing equipment;

- Being able to use basic information technology as prescribed; exploit, process, and apply information technology in professional work in the vocational major;

- Being able to use basic foreign languages, achieving level 2/6 in the Vietnamese foreign language proficiency framework; applying foreign languages to professional work in the vocational major.
