From February 10, 2019, Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (MOLISA) will come into effect, stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

In the Regulations on Minimum Knowledge Volume and Competency Requirements for Students after Graduating from Intermediate and College Levels in Civil Electrical Engineering attached with Circular 48/2018/TT-BLDTBXH, the minimum knowledge to be achieved after graduating from the intermediate level in civil electrical engineering is specified as follows:
- Be able to describe the properties, usage, symbols, and scope of application of electrical materials commonly used in the civil electrical engineering sector;
- Be able to describe the principles of construction, functions, usage, and maintenance of measuring instruments and low voltage electrical devices in the field of civil electrical engineering;
- Be able to describe basic concepts and diagrams of basic electrical circuits commonly used in household electrical appliances;
- Be able to describe the operating principles and characteristics of various types of sensors, oscillator circuits, sequential logic circuits, memory circuits, and A/D - D/A conversion circuits;
- Be able to describe the function, structure, working principles, installation methods, and operational procedures, maintenance, and repair of domestic heating devices, single-phase transformers, single-phase synchronous AC generators, and three-phase and single-phase asynchronous AC motors;
- Be able to describe electrical safety technical measures and methods for first aid in work accidents; methods for resuscitating victims of electric shock;
- Be able to describe basic knowledge of politics, culture, society, law, national defense, security, and physical education as required.
