Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 48/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in technical fields of electrical, electronics, and telecommunications.

In the Regulations on Minimum Knowledge Volume, Competency Requirements that Learners Must Achieve After Graduating from Intermediate Level, College Level in Marine Refrigeration and Air Conditioning Technology Announced Together with Circular 48/2018/TT-BLDTBXH, the minimum knowledge volume that learners must achieve after graduating in Marine Refrigeration and Air Conditioning Technology at college level is specified as follows:
- Present basic knowledge about fire and explosion safety, use of electricity, refrigerants, prevention of occupational accidents, and first aid for accident victims;
- Analyze the structural diagrams and operating principles of equipment in marine refrigeration systems;
- Explain the operating principles of marine refrigeration systems;
- Describe the operation, maintenance, and repair procedures of marine refrigeration systems;
- Analyze the causes of mechanical, electrical, and refrigeration damage in marine refrigeration systems;
- Analyze the operating principles of marine refrigeration systems;
- Present the operating principles of electrical devices, control devices, measurement, and inspection devices in marine refrigeration systems;
- Analyze installation drawings to develop plans, construction measures, and estimate materials, equipment, manpower, tools, personal protective equipment, etc., for installing marine mechanical, electrical, and refrigeration systems;
- Describe the operation, maintenance, and repair procedures of marine mechanical, electrical, and refrigeration systems;
- Analyze the phenomena and causes of mechanical, electrical, and refrigeration damage in marine refrigeration systems;
- List methods for calculating thermal balance;
- Present measures on food hygiene safety, fire and explosion prevention, occupational accident prevention, and first aid methods for accident victims;
- Present the requirements and measures to implement the greening of the Marine Refrigeration and Air Conditioning Technology profession;
- Present basic issues on management, principles and methods of planning, organizing implementation, and supervising, and evaluating the process of installing, operating, maintaining, and repairing refrigeration systems;
- Present basic knowledge about politics, culture, society, law, national defense and security, and physical education as prescribed.
Detailed regulations are stated in Circular 48/2018/TT-BLDTBXH, effective from February 10, 2019.
