Regulations on Infrastructure and Working Environment of Satellite Image Reception Stations

Recently, the Ministry of Natural Resources and Environment issued Circular 39/2015/TT-BTNMT stipulating technical standards for the operation of satellite image reception stations. It includes regulations concerning the infrastructure and working environment of satellite image reception stations.

To be specific: in Chapter II of Circular 39/2015/TT-BTNMT, the regulations are as follows:

1. Antenna Installation Location

The antenna must be installed in a clear location throughout the entire 360° azimuth range with an elevation angle ≥ 3° to fully receive signals from remote sensing satellites. The antenna installation location must be equipped with an infrared camera system to monitor the antenna system's operation.

The antenna, when in motion, occupies a spherical space depending on the antenna's diameter. Around the antenna position, a safety perimeter with a diameter ≥ 1.5 times the antenna's diameter must be installed.

The antenna system of the satellite image receiving station must be equipped with a lightning protection and grounding system in accordance with the National Technical Regulation on Lightning Protection for Telecommunication Stations and External Telecommunication Cable Networks issued with Circular 10/2011/TT-BTTTT dated April 14, 2011, of the Minister of Information and Communications.

2. Power Supply System

The satellite image receiving station must be equipped with a backup power supply system to maintain operations during a national grid power outage. The backup power supply system includes: a power stabilizer system, an Uninterruptible Power Supply (UPS) system, and a backup generator.

The UPS system must ensure that the satellite image receiving station operates for a minimum of thirty (30) minutes after the national grid power is cut off.

The backup generator must have an automatic activation policy no later than one (01) minute after the national grid power is cut off.

3. Working Environment

The satellite image receiving station's installation location must be registered with the Department of Radio Frequencies under the Ministry of Information and Communications to avoid interference.

Outdoor equipment must ensure stable operation in temperature conditions from -15°C to +45°C, withstand wind speeds up to 90km/h, and maximum rainfall of 37mm/h.

The room where the satellite image receiving station equipment is installed must be equipped with an air conditioner, maintaining a temperature from 18°C to 25°C and humidity from 40% to 70%.

The satellite image receiving station must implement fire and explosion prevention measures according to the provisions of the Law on Fire Prevention and Fighting dated June 29, 2001.

4. Network System

The satellite image receiving station and the satellite control station must be interconnected via a local area network to exchange information.

The network system must be equipped with a server ensuring network security.

Agencies, organizations, and individuals responsible for managing the satellite image receiving station should adhere to these regulations to ensure safety during the station's operation.
