Regarding this matter, LawNet would like to answer as follows:
On May 2, 2024, the Minister of Education and Training issued Circular 07/2024/TT-BGDDT on amending Article 7 and replacing Appendix II And Appendix III to Circular 13/2021/TT-BGDDT on conditions and procedures for and competence in recognition of degrees awarded by foreign educational institutions for use in Vietnam.
Applications and procedures for, results of recognition of degrees awarded by foreign educational institutions for use in Vietnam as of November 2, 2024 are as follows:
(1) Each applicant shall provide information on the degree using the form in Appendix I to Circular 07/2024/TT-BGDDT and upload the application on the online public service portal of the Ministry of Education and Training or Department of Education and Training (hereinafter collectively referred to as “recognition authority”), and pay fees and charges as prescribed.
(2) An application includes:
(i) A copy of the degree or copy from the master degree register together with a notarized Vietnamese translation;
(ii) A copy of the degree or copy from the master degree register together with a notarized Vietnamese translation;
(iii) Copies of directly relevant degrees and certificates (if any);
(iv) Proof of overseas study (if any): decisions on enrollment in overseas training courses; passport, visa pages with visas, entry/exit stamps appropriate to the overseas study period or other documentary proof;
(v) A letter of authorization of verification of degree’s information (if requested by the verifying unit).
(3) The application shall be uploaded on the online public service portal as follows:
- If the applicant possesses information or proof for direct verification by the awarding institution or the verifying authority, such information or proof shall be provided to the recognition authority for direct verification and the following shall be also uploaded on the online public service portal: scanned copies of the documents specified in (i) and (ii) (certification of true electronic copies of the originals is not required); certified true electronic copies of the originals of the documents specified in (iii), (iv) ;
- If the applicant does not possess any information or proof for direct verification, certified true electronic copies of the originals of the documents specified in (i), (ii), (iii), and (iv), enclosed with a letter of authorization of verification of degree’s information (if requested by the verifying unit) are required and shall be uploaded on the online public service portal.
- In case of failure to upload the application on the online public service portal, the applicant shall submit the documents mentioned in (2) to the recognition authority, whether in person or by post.
(4) Within 20 working days, the recognition authority shall notify the applicant of the degree recognition result. In the case where information on the degree needs to be verified by the foreign educational institution or a foreign verifying unit, this deadline may be extended to no more than 45 working days in total starting from the date of receipt of the degree recognition application.
(5) The degree recognition result shall be written on a certificate according to Appendixes II and III to Circular 13/2021/TT-BGDDT (amended by Circular 07/2024/TT-BGDDT)..
If a degree is not eligible for recognition or there are insufficient grounds to verify information on the degree by the deadline mentioned in (4), the recognition authority must give a response to the applicant in writing or via email.
If the recognition authority is unable to determine the qualification equivalent to the degree in the Vietnamese Qualifications Framework, it shall provide information and recognize the degree’s value according to the education system of the home country of the awarding institution.
(6) The recognition authority shall prepare a degree recognition certificate issuance book, which includes full name and date of birth of degree holders; name of the awarding institution; mode of study; equivalent qualification in the Vietnamese Qualifications Framework or qualification according to the education system of the home country of the awarding institution; and book entry number.
(7) Higher education institutions shall self-assess degrees for use in provision of training in preparation of degree assessment dossier and archiving as prescribed.
