Regulation on the Organization of Promotion Consideration for Teaching Public Employee Titles

According to Circular 12, the organization of public employee promotion evaluations for teaching positions is regulated as follows:

- The Chairman of the Promotion Evaluation Council shall guide the evaluation regulations, relevant content, and assign tasks to each member;- The Chairman of the Promotion Evaluation Council shall organize the inspection and appraisal of dossiers;- The content of dossier appraisal must be based on the requirements of the professional title to be promoted; it must ensure accuracy and scientific rigor; all the process of receiving, opening dossiers must be recorded in minutes according to regulations;- Appraisal and conversion of points for scientific works;- The appraisal of an applicant's scientific works must be conducted independently. If the scores of the 02 appraisers differ by 10% or less of the maximum score, the average score will be taken; if the scores differ by more than 10% of the maximum score, the appraisers must discuss to unify the score, if they cannot reach an agreement, the results will be transferred to the Head of the Appraisal Committee to report to the Chairman of the Promotion Evaluation Council for a decision;- The appraisal result must include a specific assessment of the criteria for the registered title being evaluated and a minutes confirming the handover to the Head of the Appraisal Committee.
