On October 14, 2024, the Minister of Culture, Sports, and Tourism of Vietnam issued Decision 3036/QD-BVHTTDL regarding the Regulation on the operation of the information system for administrative procedure resolution of the Ministry of Culture, Sports and Tourism of Vietnam.

Specifically, some contents of the latest Regulation on the operation of the information system for administrative procedure resolution of the Ministry of Culture, Sports and Tourism of Vietnam are as follows:

(1) Principles of System Operation

- The system is built based on the integration of the "Public Service Portal of the Ministry of Culture, Sports and Tourism" and the "One-Stop Electronic System of the Ministry of Culture, Sports and Tourism".

- The system complies with legal regulations on administrative procedure control, implements the single-window mechanism, electronic transactions, information safety and security, and protection of State secrets, ensuring that administrative procedures on the electronic environment, online public services are seamless, economical, safe, and efficient.

- The system is developed, managed, operated, and used with a user-centered approach; the information provided must be accurate, clear, continuously updated, promptly according to current regulations; interfaces must be scientifically presented, easily accessible for users, and can be accessed and utilized at all times.

- Ensure the capacity to provide tools and methods for receiving, processing, and returning the results of administrative procedure dossiers, coordinate in resolving administrative procedures in a network environment; ensure the provision of tools supporting state administrative agencies in organizing, managing, exploiting, scientifically storing, consistently, long-term, safely, and securely administrative procedure dossiers of organizations and individuals.

- Ensure transparency regarding information, resolution time, and status of dossier resolution.

- The management of electronic data warehouses of organizations and individuals is implemented in accordance with Article 16 of Decree 45/2020/ND-CP on the implementation of administrative procedures in the electronic environment.

- When connecting, sharing, or synchronizing data from the unit's specialized information system to the Ministry's Information System for Administrative Procedure Resolution, it must be consented to by the agency in charge of the Ministry's Information System for Administrative Procedure Resolution.

- Synchronizing status of dossiers from the unit's specialized information system to the Ministry's Information System for Administrative Procedure Resolution must comply with the technical standards developed and announced by the management of the specialized information system in accordance with the regulations of the Ministry of Information and Communications.

(2) Prohibited Acts

- Establish administrative procedures and dossier components in administrative procedures outside the current legal regulations.

- Use administrative procedure resolution authority as a condition to request the implementation of other transactions beyond the regulations.

- Obstruct or illegally prevent the transmission, sending, and receipt of electronic data; change, delete, destroy, falsify, copy, or move unlawfully part or all of the content of data implementing administrative procedures.

- Repeatedly give unclear instructions for the execution of administrative procedures and show indifferent attitudes towards organizations and individuals.

- Refuse to accept or return administrative procedure dossiers without stating a clear reason.

- Require organizations or individuals to declare or resubmit data and documents that the competent authority is managing, has digitized, or has been shared by other state agencies on the System.

- Prohibited acts when participating in the System are in accordance with the regulations stipulated in Article 6 of the Electronic Transactions Law 2023.

- Other violations according to legal regulations.
