Regime of Responsibility Allowances from the State Budget

Circular 07 stipulates the responsibility allowance for cryptographic confidentiality protection consisting of three levels: 0.10; 0.20 and 0.30 compared to the statutory pay rate applied to individuals working within the cipher organization (including those working within the cipher organization of the People's Army and the cipher organization of the People's Public Security) as follows:

- Coefficient 0.30 applies to individuals ranked with cryptographic ranks, military ranks of the People's Army officers, ranks and grades of People's Public Security officers and non-commissioned officers, those directly engaged in coding, research, compilation, production, assembly, repair, provision of cryptographic products and documents, digital certification and information security, cybersecurity, civil cryptographic management;- Coefficient 0.20 applies to lecturers, teachers, those directly related to cipher specialized operations, those involved in organizational and technical cryptographic management;- Coefficient 0.10 applies to individuals performing other tasks within the cipher organization.

In places where no cipher departments, bureaus or teams are established, individuals undertaking cipher management tasks not holding appointed leadership positions are entitled to a responsibility allowance coefficient of 0.20 compared to the statutory pay rate.

The aforementioned responsibility allowance is calculated and paid along with the monthly salary and is not used for calculation of, or enjoyment of, social insurance benefits and health insurance.
