The following article contains information regarding the periodic reporting policies on industrial clusters effective from October 1, 2024, as stipulated in Circular 14/2024/TT-BCT.

On August 15, 2024, the Minister of Industry and Trade of Vietnam issued Circular 14/2024/TT-BCT stipulating regime for periodic reporting on industrial clusters, national industrial cluster database, and several forms on the management and development of industrial clusters.

According to the provisions of Article 3 of Circular 14/2024/TT-BCT, the policies for periodic reporting on industrial clusters in Vietnam are as follows:

- Subjects implementing periodic reporting policies

+ Departments of Industry and Trade of provinces and cities directly under the central government (hereinafter referred to as the Department of Industry and Trade);

+ District-level People's Committees;

+ Investors in industrial cluster technical infrastructure construction;

+ Organizations and individuals investing in production and business within industrial clusters.

- Reporting data cut-off dates

+ The cut-off date for semi-annual reports (early year) is from December 15 of the previous year to June 14 of the reporting year;

+ The cut-off date for annual reports is from December 15 of the previous year to December 14 of the reporting year.

- Implementing periodic reporting policies

+ Periodically, before June 20 and before December 20 annually, organizations and individuals investing in production and business within industrial clusters report on the operational status of investment projects within industrial clusters for the preceding 6 months and the entire year according to Form No. 01 in Appendix I attached to Circular 14/2024/TT-BCT, and send it to the district statistical office and the district-level People's Committee;

+ Periodically, before June 20 and before December 20 annually, the investors in industrial cluster technical infrastructure construction report on the operational status of investment projects in industrial cluster technical infrastructure construction for the preceding 6 months and the entire year according to Form No. 02 in Appendix I attached to Circular 14/2024/TT-BCT, and send it to the district statistical office, the district-level People's Committee, and the Department of Industry and Trade;

+ Periodically, before June 25 and before December 25 annually, the district-level People's Committees report on the status of industrial clusters in the locality for the preceding 6 months and the entire year according to Form No. 03 in Appendix I attached to Circular 14/2024/TT-BCT, and send it to the provincial-level People's Committee and the Department of Industry and Trade;

+ Periodically, before June 30 and before December 31 annually, the Department of Industry and Trade report on the status of industrial clusters in the locality for the preceding 6 months and the entire year according to Form No. 04 in Appendix I attached to Circular 14/2024/TT-BCT, and send it to the provincial-level People's Committee and the Ministry of Industry and Trade (Local Industry and Trade Department).

- Methods for sending and receiving periodic reports

Periodic reports can be in the form of physical documents or electronic documents, sent to the receiving agency by one of the following methods: direct submission, postal service, national document interconnection axis, email, or other methods as prescribed by law.

In the case that the National Industrial Cluster Database has been built and operated, the Department of Industry and Trade will send periodic reports to the Ministry of Industry and Trade (Local Industry and Trade Department) through data updates and submission of reports in the National Industrial Cluster Database.

Refer to Circular 14/2024/TT-BCT which comes into force in Vietnam from October 1, 2024; which repeals Circular 28/2020/TT-BCT issued by the Minister of Industry and Trade of Vietnam stipulating and instructing the implementation of some contents of Decree 68/2017/ND-CP of the Government of Vietnam on the management and development of industrial clusters, and Decree 66/2020/ND-CP of the Government of Vietnam amending and supplementing certain articles of Decree 68/2017/ND-CP.
