Recently, the Ministry of Industry and Trade issued Circular 34/2011/TT-BCT stipulating the establishment and implementation of electricity supply plans when the national power system is lacking power sources.
Next year's local electricity supply will be implemented according to the following plan (Illustration)
In accordance with Article 11 of Circular 34/2011/TT-BCT, next year's local electricity supply plan shall be implemented as follows:
- Before December 1 of each year, based on the approved national power system's electricity allocation plan for the following year, the Northern, Central, and Southern Power Corporations are responsible for calculating and allocating monthly electricity volumes to their respective provincial power companies according to the method prescribed in Article 6 of this Circular. They must also report to Vietnam Electricity (EVN) and the Electricity Regulatory Authority for monitoring and overseeing implementation.
- Before December 5 of each year, based on the monthly electricity allocation plan from the Northern, Central, and Southern Power Corporations, provincial power companies are responsible for drafting the local electricity supply plan for the following year and submitting it to the provincial People's Committee for approval.
- Before December 5 of each year, based on the approved national power system's electricity allocation plan for the following year, Hanoi Power Corporation and Ho Chi Minh City Power Corporation are responsible for drafting their respective electricity supply plans for the following year and submitting them to the city's People's Committee for approval.
- Next year's local electricity supply plan must include the following content:
- Allocated electricity volume, monthly electricity adjustment ratio, reduction periods, and expected electricity adjustments and reductions in the locality;- A list of important customers not subject to electricity restrictions when there is a shortage, as stipulated in Decision No. 39/2005/QD-BCN;- The anticipated electricity adjustment and reduction plan for each type of electrical load and large electricity consumers based on the allocated electricity volume.
- The Department of Industry and Trade is responsible for advising the provincial People's Committee to approve and announce next year's local electricity supply plan before December 15 of each year.
