The organization of award ceremonies and commendations for achievements containing state secrets must be reported to the competent authorities for review and decision, ensuring confidentiality requirements and in accordance with the provisions of Decree No. 145/2013/ND-CP dated October 29, 2013 of the Government of Vietnam, which regulates the organization of commemoration days; the ceremonies for awarding and receiving commendations and emulation titles; diplomatic ceremonies; and the reception of foreign guests.

Circular 52/2015/TT-BCA specifically stipulates the documents required for award proposals for accomplishments containing state secrets for collectives and individuals in the People's Public Security Force, which include:
- Proposal document;- Minutes of the Emulation and Commendation Council at the presenting level;- Summary of accomplishments of the collective or individual proposed for the award (prepared by the Standing Committee of the presenting level Emulation and Commendation Council).
Documents for award proposals for accomplishments containing state secrets for individuals outside the People's Public Security Force (using alias and code names) include:
- Proposal document (the proposal document should briefly state the accomplished achievements for the award; individuals proposed for the award are exempt from reporting accomplishments);- Minutes of the Emulation and Commendation Council at the presenting level.
Note: Depending on the form of commendation, the number of documents to be prepared as per the regulations in Decree 39/2012/ND-CP dated April 27, 2012, of the Government of Vietnam.
Additionally, the Circular also clearly states that upon receiving award proposal documents for accomplishments containing state secrets, they must be recorded in the "Confidential Document Registration Book" for tracking and should only be handed over to directly related individuals (authorized unit leaders, the officer directly proposing, and evaluating). If the envelope containing such documents bears the stamp "Only the named person may open this envelope,” it should be immediately forwarded to the person named on the envelope. If the person named on the envelope is absent and the envelope is stamped "Urgent," it must be immediately forwarded to the unit's head for processing; the officer handling and receiving the envelope must not open it.
