Prompt and Complete Issuance of Documents Providing Detailed Implementation of Legal Normative Documents

Ensuring the timely and complete issuance of detailed implementing documents of legal normative documents (Illustrative Image)

Circular 14/2014/TT-BTP regulates the timeliness and completeness of the issuance of documents detailing the implementation of legal normative documents, which is assessed based on the following basic contents:

- Based on the results of reviewing laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly, orders, decisions of the President, decrees of the Government of Vietnam, decisions of the Prime Minister of the Government of Vietnam (hereinafter referred to as documents detailed), complete the identification of the content assigned for detailed regulation;- Prepare a list of detailed regulatory documents including decrees of the Government of Vietnam, decisions of the Prime Minister of the Government of Vietnam, circulars, inter-ministerial circulars drafted by Ministries and ministerial-level agencies, resolutions of the Provincial People's Council, decisions of the People's Committee of provinces and centrally directly cities (hereinafter referred to as Provincial People's Committee). The list of detailed regulatory documents for laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly, orders, decisions of the President is sent to the Ministry of Justice, Office of the Government of Vietnam for compilation and submission to the Prime Minister of the Government of Vietnam for issuance within no more than 15 days from the date of issuance of the detailed document. The list of detailed regulatory documents for decrees of the Government of Vietnam, decisions of the Prime Minister of the Government of Vietnam is submitted to the Minister, head of the ministerial-level agency, Provincial People's Committee for issuance within no more than 05 working days from the date of issuance of the detailed document;- Issue plans and assign leading and coordinating agencies and units to draft detailed regulatory documents within no more than 15 days from the date the list of detailed regulatory documents is issued;- Detailed regulatory documents are issued according to the approved schedule and fully stipulate the content assigned for detailed regulation as determined in the list of detailed regulatory documents.
