This is the content mentioned in Decree 24/2020/ND-CP detailing certain provisions of the Law on Prevention and Control of Alcohol Harm.

To be specific:, at Article 3 of Decree 24/2020/ND-CP, besides the locations specified in Clauses 1, 2, 3, 4, 5 and 6 of Article 10 of the Law on Prevention and Control of Alcohol-Related Harm, the following public locations are also prohibited from consuming alcohol, beer:
- Parks, except for restaurants within the premises of the park that have been licensed to sell alcohol or beer before the effective date of this Decree.
- Bus stops.
- Cinemas, theaters, cultural and sports establishments during the time of organizing activities according to their functions, duties, and the main usage purposes of these locations, except for occasions of culinary and cultural festivals that include the use of alcohol or beer.
Thus, from February 24, 2020, agencies, organizations, and individuals must absolutely refrain from drinking alcohol or beer at parks, bus stops, cinemas, theaters, etc.
Additionally, at Clause 1, Article 28 of the Law on Prevention and Control of Alcohol-Related Harm it is stipulated that "Organizations and individuals who violate the law on prevention and control of alcohol-related harm, depending on the nature and extent of the violation, shall be subject to disciplinary action, administrative sanctions or criminal prosecution, and if causing damage, shall be responsible for compensation as prescribed by law".
Besides the above regulations, Decree 24/2020/ND-CP also provides detailed regulations on several provisions of the Law on Prevention and Control of Alcohol-Related Harm regarding the restriction on the use of images of actors drinking alcohol or beer in films, theater, and television; the management of advertising alcohol with less than 15 degrees of alcohol and beer; the implementation of measures to prevent individuals under 18 years old from accessing, searching for information, and purchasing alcohol or beer in e-commerce alcohol sales; the content, expenditures for activities to prevent and control alcohol-related harm; responsibilities for information dissemination, education, communication, and state management responsibilities on preventing and controlling alcohol-related harm.
