On February 23, 2024, the Director General of the Civil Aviation Authority of Vietnam issued Decision 397/QD-CHK on the Program for Practice of Saving and Anti-Waste in 2024.

Specifically, the Civil Aviation Authority of Vietnam has proposed the following solutions to achieve the goals and targets for saving in this Program:

- Strengthen propaganda and dissemination of laws on the practice of saving and anti-waste, as well as the Party and State's policies related to the practice of saving and anti-waste, through diverse forms. Timely commend and reward exemplary models in practicing saving and anti-waste; simultaneously, implement measures to protect information providers who detect waste.

- Develop specific plans to achieve the goals and targets of savings, linked to regular inspection and examination work; clearly assign responsibilities to each unit, each official, civil servant, and public employee to ensure effective implementation of the Program; make the results of saving and anti-waste practices the criteria for evaluating competitive work, commendation, and appointment of officials, civil servants, and public employees.

- Management of state budget revenue and expenditure:

+ Save on expenses for organizing conferences, workshops, receptions, celebrations, summaries, inaugurations, receiving honors, and receiving guests. Enhance online meetings to minimize the organization of gatherings to save costs for meetings, travel, and accommodation of delegates;

+ Save on expenses for fees, electricity, water, telephone, work-related fuel, office supplies, and other expenses. Consider carefully the number of officials sent on business trips (both in terms of quantity and duration of business trips, combining business trips); maximize the use of discounted and cheap tickets to ensure work efficiency and cost savings;

+ Regularly compile statistics and report on the management of materials for card-making, card blanks, blanks for certificates, and blanks for business licenses; minimize the loss and damage of card blanks, certificates, and blanks for business licenses;

+ Well implement the regulations of the Law on Management of Public Assets and related guidelines. Strengthen inspections and supervision of the management and use of public assets at units; hold accountable and strictly handle organizations and individuals who violate regulations.

- Implement online theoretical licensing examinations and improve the practical examination methods to accurately evaluate the capacity of aviation personnel; effectively deploy online public services.

- Improve and amend internal spending regulations to be suitable for the new situation; implement management and administration work through the Portal Office.

- Innovate the procedures and methods and implement transparency, openness, and democracy in the planning, promotion, appointment, rotation of officials, and recruitment, use, and management of officials and public employees to attract capable individuals, improve the quality of the team of officials and public employees, and reduce complaints and accusations related to officials and their work.

- Strengthen the implementation of transparency and improve the effectiveness of monitoring savings and anti-waste practices. Specifically, focus on the transparency of the use of the state budget, the disclosure of wasteful behavior, and the handling of the results of wasteful behavior as prescribed. Heads of units proactively develop inspection plans and conduct self-inspections of their units.

- Heads of agencies and units under the Civil Aviation Authority of Vietnam are responsible for reporting on the implementation of transparency and the results of monitoring the practice of saving and anti-waste. Timely handle violations in accordance with the law, publicly disclose violations committed by units and individuals that cause waste of the state budget, money, state assets, labor time, natural resources, and the handling of such violations.
