On September 9, 2015, the Ministry of Public Security issued Circular 43/2015/TT-BCA regulating visits; receiving and sending letters, money, gifts; and telephone communication for students of reformatory schools and inmates of compulsory education establishments.
The procedure for visiting inmates at compulsory education facilities is regulated by Circular 43/2015/TT-BCA as follows:

- Family members and representatives of agencies or organizations visiting inmates must present one of the following documents: Identity Card or Citizen Identification Card (except for those under 14 years old) or Passport, a confirmation letter indicating they are officials, soldiers, or employees of the People’s Army or People’s Police, or an introduction letter from an agency or organization and must have a request to visit, confirmed by the commune-level People's Committee or commune-level Police where the person resides, or the agency or organization where the person works or studies.
In cases where family members visiting students or inmates do not have these documents, the visit request must have a photo attached, confirmed, and stamped by the commune-level People's Committee or commune-level Police where the person resides, or the agency or organization where the person works or studies; the photo should be sealed with a stamp on it;
- Inmates can meet their spouse for up to 48 hours/visit in a private room of the Visitor House, subject to having a marriage certificate or a confirmation from the commune-level People's Committee on the current marital status and must have a commitment to comply with the law, the rules of the compulsory education facility, the rules of the Visitor House, and follow family planning, and prevent sexually transmitted diseases.
For female inmates, they can meet their husband in a private room of the Visitor House, must use contraception, and provide a written commitment not to get pregnant during the duration of the decision imposed by the compulsory education facility.
This Circular stipulates that reform schools and compulsory education facilities must issue Visiting Books to students and inmates or their family members according to a uniform model of the General Department of Criminal Execution and Judicial Support Police, signed and stamped by the Principal of the reform school or the Director of the compulsory education facility to list the family members of students or inmates. The list of students or inmates' family members in the Visiting Book must be confirmed by the commune-level People's Committee or commune-level Police where they reside or the agency or organization where they work or study.
