Procedures for providing topographic and cartographic information, data and products in Vietnam

According to Decision 3096/QD-BTNMT dated September 26, 2024, which announces the amended administrative procedures related totopography and cartography under the management functions of the Ministry of Natural Resources and Environment. The procedures for providing topographic and cartographic information, data and products in Vietnam are stipulated as follows:

(1) Implementation Process

* Submission of Application

Individuals requesting the provision of topographic and cartographic information, data and products must present their Identity Card/Citizen Identification Card/Personal Identification Number/Passport; the representative of an agency or organization requesting the provision of topographic and cartographic information, data and products must present their Identity Card/Citizen Identification Card/Personal Identification Number/Passport and an introduction letter or official dispatch from the agency or organization; the request form for topographic and cartographic information, data and products can be submitted directly or sent via postal services to the address: Data and Mapping Information Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam, No. 02, Dang Thuy Tram Street, Co Nhue 1 Ward, Bac Tu Liem District, Hanoi City; to the address: Survey - Data Processing Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam (for information and data collected from the national satellite positioning network), No. 02, Dang Thuy Tram Street, Co Nhue 1 Ward, Bac Tu Liem District, Hanoi City according to Form No. 03 Appendix IA issued with Decree 136/2021/ND-CP (amended and supplemented by Clause 5, Article 9 of Decree 22/2023/ND-CP).

When providing through the Internet for topographic and cartographic information, data and products that are not part of the state secret list, the requesting party shall send a file containing the introduction letter or official dispatch of the agency or organization; a file containing the request form for topographic and cartographic information, data and products and sign with a digital signature to the Data and Mapping Information Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam at https://bandovn.vn or to the Survey - Data Processing Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam online at https://gddt.vngeonet.vn; if there is no digital signature, the requesting party must present their Identity Card/Citizen Identification Card/Personal Identification Number/Passport when completing the online transaction account setup procedures and provide a mobile phone number for the provider to send a transaction confirmation code.

* Provision of Results

Upon receiving the complete application for topographic and cartographic information, data and products as prescribed, the Data and Mapping Information Center/Survey - Data Processing Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam is responsible for providing the requested information immediately within the working day or as agreed upon with the requesting party. In the event of a refusal to provide information, data, or products, the Data and Mapping Information Center/Survey - Data Processing Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam must respond in writing to the agency, organization, or individual with the reason for non-provision.

(2) Submission Method

* Submission of Application

Organizations or individuals requesting the provision of topographic and cartographic information, data and products may submit their application online at https://bandovn.vn to the Data and Mapping Information Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam; at https://gddt.vngeonet.vn to the Survey - Data Processing Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam (for information and data collected from the national satellite positioning network) or directly or via postal services to the address: Data and Mapping Information Center/Survey - Data Processing Center under the Department of Surveying, Mapping, and Geographic Information of Vietnam, No. 02, Dang Thuy Tram Street, Co Nhue 1 Ward, Bac Tu Liem District, Hanoi City.

* Receipt of Results

In the form of copies or publications through the following methods: Online via the internet, directly, or via postal services on information carriers.

(3) Application Components

* For Direct or Postal Submissions

- Present Identity Card/Citizen Identification Card/Personal Identification Number/Passport for individuals.

- Present the introduction letter or official dispatch of the agency or organization for agencies or organizations.

- Request form for topographic and cartographic information, data and products as per Form No. 03 Appendix IA issued with Decree 136/2021/ND-CP (amended and supplemented by Clause 5, Article 9 of Decree 22/2023/ND-CP).

* For Online Submissions

Files containing the introduction letter or official dispatch of the agency or organization; files containing the request form for topographic and cartographic information, data and products, and signed with a digital signature. If there is no digital signature, present the Identity Card/Citizen Identification Card/Personal Identification Number/Passport when completing the online transaction account setup procedures, and provide a mobile phone number.

(4) Processing Time

The time to provide the result: Immediately within the working day or as agreed upon with the requesting party.

(5) Subjects of Administrative Procedure

Domestic and foreign organizations, individuals.

(6) Competent Authority for Administrative Procedures

- Decision-making authority: Department of Surveying, Mapping, and Geographic Information of Vietnam.

- Direct implementation agency: Data and Mapping Information Center/Survey

- Data Processing Center

- Department of Surveying, Mapping, and Geographic Information of Vietnam.

(7) Result of Administrative Procedure

Providing topographic and cartographic information, data and products.

(8) Fees and Charges

- According to the regulations of the Law on Fees and Charges and its guiding legal documents.

- Circular 47/2024/TT-BTC stipulating the rates, policies on collection, payment, exemption, management, and use of fees for exploiting and using mapping information data.
