The Minister of Transport issued Decision 1117/QD-BGTVT on September 9, 2024, promulgating new and amended administrative procedures related to inspection falling within the management of the Ministry of Transport of Vietnam.
The procedures for issuing certificates and seals of technical safety and environmental protection inspection of road motor vehicles in Vietnam from October 1, 2024, are as follows:
(1) Submission of Administrative Procedure Documents:
- Inspection at the inspection unit: Organizations and individuals bring motor vehicles and required documents to the inspection unit for inspection.
- Inspection outside the inspection unit: Organizations and individuals submit a written request to the inspection unit.
(2) Processing Administrative Procedures:
* Establishing Vehicle Records
- The inspection unit receives the documents, checks the papers; if they are incomplete, it guides the vehicle owner to complete them.
- The inspection unit prints the vehicle's technical specifications from the Vietnam Register's production, assembly, import database; inspects the motor vehicle and compares it with the documents and the printed technical specifications. In cases where the motor vehicle is disposed of, or carries a diplomatic registration plate not found in the Vietnam Register's production, assembly, import, inspection database, the unit enters the vehicle's administrative information and technical specifications into the inspection management program, and the vehicle records form contents.
- If the inspection and comparison results meet the requirements, the technical specifications and administrative information of the motor vehicle are entered into the inspection management program, and the vehicle records form is printed. If not, the unit informs the vehicle owner for remedial actions.
- For motor vehicles exempt from the first inspection, the inspection unit bases it on the vehicle owner's provided documents, checks their completeness and validity as per regulations, and searches the vehicle information on the motor vehicle warning software. If the motor vehicle has not been issued a Safety Technical Inspection Certificate and Stamp for the first time, the inspection unit issues the Certificate and Stamp, updating the data with the content "KDLD-Vehicle has been exempted from the first inspection" on the motor vehicle warning software. If the motor vehicle has already been issued the initial Certificate and Stamp, it will not be re-issued.
If the inspection unit issues the Safety Technical Inspection Certificate and Stamp using software that grants exemption from inspection, it does not need to search and update on the motor vehicle warning software.
For motor vehicles exempt from the first inspection that only have an Appointment Certificate for vehicle registration, the inspection unit issues the initial Inspection Stamp and grants an Appointment Certificate for the Inspection Certificate to the vehicle owner.
When the vehicle owner presents the vehicle registration document (the original Vehicle Registration Certificate issued by competent state authorities or the original Receipt for retaining the original Vehicle Registration Certificate (with a copy of the Vehicle Registration Certificate) from a credit institution or a copy of the Vehicle Registration Certificate certified by a financial leasing organization), the inspection unit photocopies the Vehicle Registration Certificate or the original Receipt for retaining the original Vehicle Registration Certificate (with a copy of the Vehicle Registration Certificate) mortgaged with a credit institution or a certified copy of the Vehicle Registration Certificate from the financial leasing organization for storage in the Vehicle Records, Inspection Records, and returns the Inspection Certificate.
If the motor vehicle has already been issued the initial Safety Technical Inspection Certificate and Stamp, it will not be reissued.
For motor vehicles required to undergo inspection, the inspection unit conducts the inspection and photographs the motor vehicle for storage (photos should display the time taken): 02 overall photos showing the vehicle’s license plate clearly (1 photo at a 45-degree angle from the front side and 1 photo from the opposite rear angle).
* Inspection at the Inspection Unit:
The inspection unit receives the documents and conducts the inspection in accordance with the following specific procedure:
- Receive, inspect, search for warnings, compare documents with data on the Inspection Management Program (for inspections immediately following the first exemption, the inspection unit should also compare the vehicle's technical specifications with the production, assembly, import database of the Vietnam Register); if incomplete, guide the vehicle owner to complete them; if complete, register the inspection, check and evaluate the technical safety and environmental protection status of the motor vehicle, and print the Inspection Form.
- For motor vehicles that meet the inspection requirements, the inspection unit issues the Inspection Certificate and affixes the Inspection Stamp on the vehicle. For motor vehicles that only have an Appointment Certificate for vehicle registration, the unit issues an Appointment Certificate for the Inspection Certificate to the vehicle owner. When the owner presents the vehicle registration documents, the inspection unit photocopies the documents for storage in the Vehicle Records, Inspection Records, and returns the Inspection Certificate. If a motor vehicle inspection fails and is not eligible for the Inspection Certificate, the unit enters the non-compliance details into the vehicle warning section on the Vietnam Register's electronic portal.
- For motor vehicles with defects, the inspection unit prints and sends a Notice of Defective Items to the vehicle owner for repair. If the inspection fails and the Inspection Certificate is not issued, the inspection unit must enter the non-compliance details in the vehicle warning section on the Vietnam Register’s electronic portal.
* Inspection outside the Inspection Unit:
- The inspection unit reviews and considers the vehicle owner's request. If it meets the requirements and has sufficient conditions for the test road, the inspection unit shall notify the vehicle owner within 3 working days from the date of receiving the request about the inspection time. If the test road conditions are not met, the unit provides a written notification to the vehicle owner stating the reason.
- The vehicle owner brings the vehicle to the inspection location. The inspection unit conducts the motor vehicle inspection according to the prescribed sequence and manner, similar to the inspection at the inspection unit.
* Motor vehicles are issued a Safety Technical Inspection Certificate and Stamp valid for 15 days if the inspection requirements are met:
- Motor vehicles in the process of completing interprovincial transfer documentation; motor vehicles that have been issued a Certificate of Technical Safety and Environmental Protection for modified motor vehicles, or a Certificate of Technical Safety and Environmental Protection for modified motor vehicles but are in the process of exchanging for a Vehicle Registration Certificate; motor vehicles assembled with an Inspection Form issued; imported motor vehicles with a Certificate of Technical Safety and Environmental Protection for imported motor vehicles.
- For unused motor vehicles requiring road travel for scientific research, production research, or trial running before emission testing.
More details can be found in Decision 1117/QD-BGTVT which comes into force in Vietnam from October 1, 2024.
