On November 19, 2024, the Ministry of Culture, Sports and Tourism of Vietnam issued Decision 3520/QD-BVHTTDL regarding the announcement of administrative procedures that are revised and supplemented in the field of Culture under the management function of the Ministry of Culture, Sports and Tourism.

Procedures for issuance of the License to adjust the License for eligibility to operate karaoke services at the provincial level in Vietnam

* Sequence of implementation:

- Enterprises or business households requesting the adjustment of the License for eligibility to operate karaoke services submit 01 dossier to the Department of Culture, Sports and Tourism/Department of Culture and Sports of Vietnam (hereinafter referred to as the receiving agency) in the following cases:

+ Change in the number of rooms.

+ Change in ownership.

- If the dossier is unsatisfactory, within 01 working day from the date of receipt, the receiving agency sends a written notice requesting dossier completion.

- If the dossier is complete according to regulations, within 03 working days from the date of receipt, the receiving agency will evaluate the dossier and report to the provincial People's Committee to establish a Field Evaluation Team at the karaoke service business site (hereinafter referred to as the Evaluation Team) regarding the changes to advise the competent authority to issue an adjustment License. The Evaluation Team consists of no more than 07 members, including representatives from agencies: Police, Culture, Construction, and other relevant agencies. If the only change is in ownership, it is not necessary to establish an Evaluation Team.

- Within 02 working days from the date of establishment, the Evaluation Team conducts the evaluation and issues evaluation results according to the prescribed form.

- Within 02 working days from the evaluation results, the provincial People's Committee issues or delegates, authorizes the specialized agency to grant the adjusted business License according to the prescribed form or does not issue a License. If not issued, a written response stating the reason must be provided.

- The competent authority issues the Adjustment License of the License for eligibility to operate karaoke services and sends 01 copy to the enterprise or business household, the agency granting enterprise or business household registration certificate, the district police where the business is conducted, and keeps 01 copy at the agency issuing the business license and the receiving agency; it is also posted on the electronic information page of the authority issuing the adjustment License.

* Method of implementation:

Submit directly or by mail or via electronic environment to the Department of Culture, Sports and Tourism/Department of Culture and Sports.

* Dossier components and quantity:

- Dossier components: Application for adjustment of the License for eligibility to operate karaoke services (Form No. 03 in the Appendix issued together with Decree 148/2024/ND-CP).

- Dossier quantity: 01 set.

* Time limit for resolution: 07 working days from the date of receiving the complete valid dossier.

* Subject implementing the administrative procedure: Enterprises, business households.

* Agency implementing the administrative procedure:

- Authority with decision-making power: Provincial People's Committee

- Direct implementing agency: Department of Culture, Sports and Tourism/Department of Culture and Sports.

* Result of the administrative procedure implementation: Adjustment License of the License for eligibility to operate karaoke services (Form No. 04 in the Appendix issued with Decree 148/2024/ND-CP).

* Fees:

- In centrally-affiliated cities and cities, district-level towns affiliated with provinces: For cases already licensed for karaoke business requesting additional rooms, the fee is 2,000,000 VND/room, but the total fee does not exceed 12,000,000 VND/license/evaluation.

- In other areas: For cases already licensed for karaoke business requesting additional rooms, the fee is 1,000,000 VND/room, but the total fee does not exceed 6,000,000 VND/license/evaluation.

- The fee for the evaluation to adjust the License for eligibility to operate karaoke services for changes of ownership is 500,000 VND/license.
