The procedures for issuance and renewal of blasting permits in Vietnam are specified in Decision 1443/QD-BNN-TL dated 11/4/2023.

* Step 1: Receipt of application
- Receiving records:
+ Directly;
+ Through the public postal service.
- Scan (scan) and store electronic records, update records into the database of the Electronic Single-Window Information System.
+ In case the application is incomplete or inaccurate according to regulations, the cadres, civil servants and public employees who receive it must guide the representative of the organization or individual to supplement and complete the application according to regulations;
+ In case of refusal to receive the application, the receiving officer, civil servant, or officer must clearly state the reason according to the Form of refusal to handle the administrative procedure application;
+ In case the application is complete and accurate as prescribed, the cadre, civil servant, or public employee shall make a receipt of the application, schedule a date to return the results, and forward the file to the head of the Department.
* Step 2:
The head of the Department assigns the specialized division to handle it.
* Step 3:
Leaders of the specialized department assign specialists to review and appraise the applications.
* Step 4:
- Specialists of the specialized department conduct the appraisal of documents according to current regulations:
+ In case it is necessary to consult the Department of Agriculture and Rural Development, relevant units, and individuals about the contents of the application file for a permit, the specialized division compiles documents and submits them to the Department's leaders for signing and sending documents to collect opinions or hold a meeting (if necessary) and synthesize comments.
During the appraisal of the application, if it is necessary to go to a field inspection, the Department of Professional Affairs shall coordinate with relevant units in the Department and contact organizations, individuals applying for permits, and relevant agencies to conduct field inspections.
+ In case it is necessary to clarify more documents, the specialized department should contact and discuss with the organization or individual applying for a permit.
- Specialists assigned to handle draft documents submit them to the leaders of the Department for consideration:
+ If the conditions are met, report on the appraisal results and draft a permit to operate within the irrigation works protection area.
+ In case of ineligibility for licensing, a draft document returning the application clearly stating the reason for not granting the permit.
* Step 5:
The leader of the specialized division submits the application to the head of the Department for consideration and signs the permit or document to return the application as prescribed.
* Step 6:
The leader of the Water Resources Department considers and signs the permit or return document.
* Step 7:
Return the results of administrative dispute settlement:
- The Bureau's documents are recorded in the book, stamped for release, and stored in the original at the agency's clerical department.
- Civil servants of the Single-Window Division shall return administrative procedure settlement results to organizations and individuals; update the results into the Ministry's electronic Single-Window information system.
* Step 8:
Store records, update information in the electronic Single-Window information system.
