On November 6, 2024, the Ministry of Home Affairs of Vietnam issued Decision 785/QD-BNV to announce administrative procedures stipulated in Decree 116/2024/ND-CP amending Decree 138/2020/ND-CP concerning the recruitment, utilization, and management of officials, and Decree 06/2023/ND-CP regarding input quality inspection for officials.

Procedures for examination for official recruitment from November 6, 2024 in Vietnam (Decision 785/QD-BNV)

Step 1: Applicants submit the Registration Form for recruitment according to the Recruitment Announcement of the competent recruiting agency.

Step 2: Check the Registration Form

No later than 15 days, or 30 days in the case of 500 or more applicants, from the deadline for receiving the Registration Form, the Recruitment Council completes the examination of the recruitment conditions as per the Registration Form to verify the qualifications and conditions of the applicant, announcing the candidates who meet the qualifications on the electronic information portal or website. If the qualifications are met, applicants proceed to Round 2. If not, the Recruitment Council must notify and state the reasons.

Step 3: Organize the official recruitment examination:

The examination is conducted in 2 rounds as follows:

Round 1: Computer-based multiple-choice test

- Round 1 must be organized no later than 30 days, or 45 days for 500 or more applicants, from the deadline for receiving the Registration Form.

- The content of Round 1 consists of 2 parts. Specifically:

+ Part I: General knowledge, consisting of 60 questions on the political system, organizational structure of the Communist Party, State, and political-social organizations; state administrative management; officials, and public duties. Duration: 60 minutes.

+ Part II: Foreign language, 30 questions according to the language requirement of each job position. Duration: 30 minutes.

For job positions not requiring foreign language proficiency, Part II is omitted.

+ The results of Round 1 are determined by the number of correct answers in each section; applicants with 50% or more correct answers in each section proceed to Round 2.

The test results are announced immediately after completion. No re-evaluation is conducted for Round 1 results.

Round 2: Professional subject test

- The timing for Round 2 is no later than 10 days after the conclusion of Round 1.

+ In case the professional subject test is a written exam

The grading and announcement of the test results on the electronic information portal of the competent recruiting agency and the receipt of re-evaluation requests must be completed no later than 15 days after the written test ends.

For 1000 or more candidates in Round 2, the Chairman of the Recruitment Council may extend grading time, but not exceed 30 days. The deadline for re-evaluation requests is 5 business days post-announcement of results.

In case of re-evaluation requests, the re-evaluation must be completed within 10 days of the re-evaluation request deadline.

For numerous re-evaluation requests, the Chairman may extend the re-evaluation completion time but not exceed 20 days after the re-evaluation request deadline.

For computer-based tests, results are announced directly after the test ends. Re-evaluation is not performed for computer-based test results.

+ In case the professional subject test combines written and interview

The written test is conducted as above. The Recruitment Council decides whether to organize the interview immediately post-written test (without waiting for scores) or to interview candidates with passing written scores once results are available (including re-evaluation, if any). Interview results are not subject to re-evaluation.

For computer-based tests, the Council organizes interviews for candidates with passing scores within 5 business days of the computer-based test ending.

- Round 2 content specifics:

+ Exam type: Written or combined written and interview.

+ For the written exam: Exam content tests knowledge on Communist Party policies, State laws on the recruitment sector; professional competence; execution skills based on job requirements.

Duration: 180 minutes (excluding time to transcribe questions). Depending on the unique needs of the recruiting agency, written tests may be computer-based, determining suitable question numbers to ensure a minimum of 60, maximum of 120 questions (using multiple-choice questions); time according to total questions, with a minimum of 90 minutes and a maximum of 180 minutes. Written test score scale: 100 points.

+ For interviews: Focused evaluation on skills such as critical thinking, communication, situation judgment, learning, development, expression, attitude, and others according to job position requirements.

Duration: Maximum of 30 minutes. Interview score scale: 100 points.

+ In mixed written and interview tests, the total written and interview scores fit a scale of 100, with the written score at 70%, interview at 30% (rounded to two decimals).

+ In a single exam, if different professional and career requirements exist from various job positions, different professional subject tests specific to each job position must be prepared by the Council.

If a recruiting agency has higher specific requirements on professional subject exam content or duration compared to this provision, they must specify it in the Recruitment Plan.

Step 4: Approval and announcement of official recruitment results

Within 5 working days after grading Round 2 (including re-evaluation, if any), the Council shall compile results and report to the head of the competent recruiting agency. The head must approve the results within 5 working days of receiving the report.

Within 2 working days after the approval decision, the Council must publicly announce the results on the recruiting agency's website and send official acceptance notifications to successful candidates. The notification should specify deadlines for completing their recruitment documentation.

Step 5: Complete the recruitment documentation

- Within 20 days from the announcement of acceptance on the competent recruiting agency's website, successful candidates must complete and submit the recruitment documentation to the agency.

Documentation includes:

+ Copies of diplomas and certificates (excluding IT and foreign language certificates) as per the Recruiting Agency's Announcement;

+ Copies of documents proving priority status, diplomas, or certificates exempting from foreign language exams (if any);

+ Results from the official entry quality assessment (if any).

- If successful candidates do not complete the required documentation, commit fraud in application forms, or use invalid documents, the head of the recruiting agency cancels the acceptance decision.

In cases where applicants commit fraud in applications or use invalid certificates for recruitment, the recruiting agency will publicly announce it on their website and bar the candidate from the next recruitment cycle.

Step 6: Recruitment decision and commencement of work

- Within 5 working days from the end of the recruitment documentation completion period, the head of the recruiting agency issues recruitment decisions and notifies successful candidates. The recruiting agency must obtain a judicial record from the competent authority for successful candidates.

- Within 30 days from the recruitment decision, recruited candidates must commence work unless specified otherwise by the recruitment decision or with the approval for an extension from the recruiting agency.

- If recruited candidates do not commence work within the specified time or if identified ineligible by the judicial record, the recruitment decision will be annulled by the head of the recruiting agency.

- After the deadline for commencing work as stated, the recruiting agency will publicly announce it on their website and notify the next eligible candidates based on ranking to complete documentation and issue a recruitment decision within 15 days from the commencement deadline.

If two or more candidates have the same next eligible ranking, the head of the recruiting agency decides based on regulations.
