The appraisal procedures for the feasibility study reports/Adjusted feasibility study reports are addressed in Decision 3849/QD-UBND 2024, which announces the catalog of administrative procedures under decentralization as prescribed in Decree 84/2024/ND-CP within the management scope of the Department of Construction of Ho Chi Minh City, Vietnam.

- Decree 35/2023/ND-CP dated June 20, 2023, of the Government of Vietnam amending and supplementing several articles of Decrees in the field of state management by the Ministry of Construction;


- Decree 84/2024/ND-CP dated July 10, 2024, of the Government of Vietnam on piloting the decentralization of state management in certain fields for the Ho Chi Minh City administration;


- Decision 1105/QD-BXD dated October 26, 2023, of the Minister of Construction announcing the administrative procedures to be amended, supplemented; replaced in the field of construction activities under the state management of the Ministry of Construction;


- Official Dispatch 2060/UBND-DT dated May 18, 2023, of the People's Committee of Ho Chi Minh City on the functions and tasks of state management for urban road constructions (excluding national roads passing through urban areas).
*Additional decentralization of implementation contents: Appraisal of the feasibility study reports for Group A projects having the highest-grade construction from grade II and below, Group B projects having the highest-grade civil construction of grade I using non-public investment state capital and other capital following the construction law.


*Implementing agencies:


- Department of Construction: for projects, constructions within civil construction investment projects; urban area, housing area construction investment projects; functional area infrastructure construction investment projects; light industry construction investment projects, building materials industry, and technical infrastructure.


- Department of Transport: for projects, constructions within traffic and urban road construction investment projects;


- Department of Agriculture and Rural Development: for projects, constructions within agricultural and rural development service construction investment projects;


- Department of Industry and Trade: for projects, constructions within industrial construction investment projects (excluding projects, constructions managed by the Department of Construction);


- Management Board of Export Processing Zones and Industrial Zones: for projects and constructions invested in export processing zones, industrial zones under their authority.


- Management Board of High-Tech Park: for projects and constructions within their management scope.
