Recently, the Ministry of Culture, Sports and Tourism issued Circular 05/2013/TT-BVHTTDL regulating the activities of developing national standards and national technical regulations.

According to Article 12 of Circular 05/2013/TT-BVHTTDL which regulates the review of the dossier and draft national standards as follows:

- Within 15 days from the date of receipt of a complete and valid draft national standards dossier for review, the Minister of Culture, Sports and Tourism shall decide to establish the Review Council for the Dossier and Draft National Standards (referred to as the Review Council) at the proposal of the Director of the Department of Science, Technology, and Environment.

Composition of the Review Council:

+ The Review Council shall consist of 5 to 7 members, including the Chairman and other members, as follows:

- Representatives of relevant agencies and units under the Ministry of Culture, Sports and Tourism related to the object of national standard construction (accounting for at least 1/2 of the Council members);- Reputable experts inside and outside the Ministry with appropriate professional qualifications and deep understanding of the national standard group;- Representatives of specialized management agencies under the Ministry of Culture, Sports and Tourism and the representatives of the Directorate for Standards, Metrology and Quality;- Members of the Technical Committee shall not be members of the Review Council.

+ The Secretary of the Council shall be an expert from the Department of Science, Technology, and Environment.

- Within 30 days from the date of the decision establishment, the Review Council must hold a meeting to review the dossier and draft national standards.

- Responsibilities of the Review Council:

- To review and evaluate the completeness and validity of the draft national standards dossier as stipulated in point g, clause 2, Article 11 of this Circular;- Comply with the regulations stated in clauses 4 and 5 of this Article, ensuring an honest, objective, accurate, and fair evaluation;- Bear personal responsibility for their evaluation results and collective responsibility for the general conclusions of the Review Council.

- Principles of the Review Council's work:

- Members shall publicly discuss and be responsible for their opinions;- At least 2/3 (two-thirds) of the members must be present at the Review Council meetings (written opinions of absent members are for reference only);- The Chairman of the Review Council shall preside over the meetings.

- Contents of the Review Council's meeting:

- Members of the Review Council shall comment on the dossier and draft national standards according to the Evaluation Form for Draft National Standards stipulated in Appendix X issued with this Circular;- The conclusions of the Review Council shall be recorded in the minutes of the Council meeting according to the form stipulated in Appendix XI issued with this Circular. The conclusions of the Council are the basis for completing the dossier and draft national standards to propose to the Ministry of Science and Technology for appraisal.
