Procedure for Receiving Monthly Living Allowance for Distinguished Artisans

Procedure for Monthly Allowance for People's Artists and Eminent Artists with Low Income and Difficult Circumstances as Specified in Decree 109/2015/ND-CP is specifically regulated as follows:

Step 1:
The people’s artists and eminent artists with low income and difficult circumstances as prescribed in Clause 1, Article 2, of this Decree shall send 01 set of the dossier to the People's Committee of the commune, ward, or commune-level town where they are permanently registered.

Step 2:
Within 05 working days from the date of receipt of the complete dossier, the commune-level People’s Committee is responsible for verifying and comparing the originals of documents regulated at Point b, Point c, Clause 1, Article 7 of this Decree; make a list of individuals applying for the monthly allowance as per model No. 05a issued with this Decree and publicize the list at the office of the commune-level People’s Committee and on local communication media; the period of publicity is 10 days.

Within 05 working days from the end of the publicity period, the commune-level People’s Committee shall submit a written request to the Chairman of the district-level People’s Committee (including districts, district-level towns, and cities under the province hereinafter referred to as district level) for approval, along with the list and the dossier of each eligible individual for the monthly allowance. For those who are not eligible, the commune-level People’s Committee will notify in writing and clearly state the reasons to the individuals concerned.

Step 3:
Within 07 working days from the date of receipt of the complete dossier, the Chairman of the district-level People’s Committee shall review and issue a decision on the monthly allowance for eligible individuals. In case individuals are not eligible for the monthly allowance, they will notify in writing and clearly state the reasons to the commune-level People’s Committee to inform the individuals.
