Procedure for Nomination of Public Employees for Promotion Examination and Determination of Successful Candidates

Circular 29 has specifically stipulated the procedures, processes, and authorities regarding the nomination of public employees for rank promotion, promotion review council, identification of successful candidates, appointment, and salary arrangement for professional titles as follows:

- The procedures, processes, and authorities for nominating public employees for rank promotion in professional titles in the healthcare sector are performed according to the regulations in Article 11 of Circular No. 12/2012/TT-BNV.- The promotion review council for professional titles in the healthcare sector is implemented according to the regulations.- Identifying successful candidates in the rank promotion review for professional titles in the healthcare sector.

Note that in cases where the number of eligible and qualified candidates for rank promotion exceeds the assured structure of public employees according to the professional title of the public healthcare service provider approved by the competent authority, the Promotion Review Council will consider the following priority orders:

- Scientific research achievements;- The number of years holding the current professional title;- Performance assessment and classification of public employees for the two consecutive years preceding the promotion review year;- Interview results (if any).

Additionally, Circular 29 also stipulates the appointment and salary arrangement for professional titles in the healthcare sector according to the regulations in Article 15 of Circular No. 12/2012/TT-BNV.
