Circular 09/2018/TT-BTNMT was issued by the Ministry of Natural Resources and Environment on September 14, 2018, specifying the procedures for inspection and assessment through the sampling and analysis of imported glass.
Circular 09 stipulates the sampling for analysis and quality assessment of imported glass waste as follows:
- Conduct sampling for the batch of imported glass waste using sampling methods to determine the mass ratio and impurity components. Photograph all inspection locations and sampling positions;- Determine and assess technical requirements. In case analysis results from testing organizations are used, these results must be performed by an authorized organization.- For the batch of imported glass waste, at least 02 representative samples must be taken. The inspection result for the batch of imported glass waste is the average value of the representative sample analysis results.
Additionally, Circular 09 stipulates that the results of inspection and sampling for the quality analysis of imported glass waste shall be handled in one of the following cases:
- In the case that the batch of imported glass waste meets the Standards, the designated inspection organization shall provide a written inspection result (inspection certificate) of the batch of glass waste to the organization or individual requesting the inspection and the Inspection Body, serving as a basis for the Inspection Body to issue a notification of state inspection results on the quality of the batch of imported glass waste for customs clearance procedures as per regulations;- In the case that the batch of imported glass waste does not meet the Standards, the designated inspection organization shall provide a written inspection result (inspection certificate) of the batch of glass waste to the organization or individual requesting the inspection and the Inspection Body for handling as per regulations.
