Procedure for Establishing, Appraising, and Approving Irrigation and Dike Planning

On June 17, 2019, the Government of Vietnam promulgated Decree 53/2019/ND-CP specifying in detail the establishment, appraisal, approval, and adjustment of irrigation planning; dyke systems; flood prevention and control of dyke-protected river sections.

According to the provisions in Decree 53/2019/ND-CP, the preparation, appraisal, and approval of water resources planning and dyke construction; and flood prevention and control for rivers with dykes are carried out as follows:

- The Minister of Agriculture and Rural Development assigns the task of preparing the plan to the planning agency.- The planning agency organizes the construction or hires consultants to establish the planning task, submits it to the Minister of Agriculture and Rural Development for appraisal and approval of the planning task.- The planning agency selects consulting organizations for planning preparation and appraisal; prepares the plan and seeks opinions as stipulated in Article 11 of Decree 53.- The planning agency gathers, explains the feedback, and completes the planning to submit to the planning appraisal council.- The planning agency finalizes the plan according to the conclusions of the appraisal council, reports to the Minister of Agriculture and Rural Development for consideration and submission to the Prime Minister for approval.
