Procedure for Commendation in the Education Sector

To be specific, according to Article 10 of Circular 22/2018/TT-BGDDT, the process for awarding commendations is regulated as follows:

* Ministry-level Emulation Titles and Forms of Commendation

- For the title "Excellent Labor Collective" and the Ministry-level Emulation Flag, after receiving the complete dossier, the Emulation - Commendation Department shall check the dossier, appraise the achievement report, gather opinions from relevant units, compile the results, complete the dossier, and submit it to the Minister for consideration and decision-making;- For the Minister's Certificate of Merit and Commemorative Medal, after receiving the complete dossier, the Emulation - Commendation Department shall check the dossier, appraise the achievement report, and submit it to the Minister for consideration and decision-making;- For the title "Ministry-level Emulation Soldier," after receiving the complete dossier, the Emulation - Commendation Department shall check the dossier, appraise the achievement report, and seek the opinion of the Chairman of the Emulation - Commendation Council to organize a meeting of the Ministry-level Emulation - Commendation Council; complete the dossier, and submit it to the Minister for consideration and recognition.

* State-level Emulation Titles and Forms of Commendation

- After receiving the complete dossier, the Emulation - Commendation Department shall check the dossier, appraise the achievements, seek the opinion of the Chairman of the Council before reporting to seek the opinion of the Council or the Standing Committee of the Ministry-level Emulation - Commendation Council; complete the dossier, and submit it to the Minister for the Minister to submit to the competent authority for consideration and decision-making of the commendation;- The Communist Party Committee of the Ministry shall consider and give opinions on the forms of commendation such as "Gold Star Order," "Ho Chi Minh Order," "Independence Order," State Honorary Titles, and "National Emulation Soldier" before the Minister submits them to the competent authority for consideration and decision-making of the commendation.
