Procedure for Collecting and Verifying Rainfall Data in Hydrological Work

Recently, the Ministry of Natural Resources and Environment issued Circular 39/2013/TT-BTNMT regulating economic-technical norms for hydrometeorological documentation work.

Article 22 of the Economic-Technical Norms for Hydrometeorological Documentation Work promulgated together with Circular 39/2013/TT-BTNMT provides regulations on the collection and verification of rain measurement data in hydrometeorological documentation work as follows:

Regarding data collection:

* Preparation work:

- Review the assigned tasks of the network of stations managed by the regional meteorological stations, including: Measurement indicators (measurement factors), equipment, machinery of each station as a basis for cross-checking with the data sent by the stations;

- Assign personnel to receive the data, remind the stations to submit data on time according to the current regulations.

* Data collection:

- Submission procedures:

- For data received directly: The data submission summary must be confirmed by the regional hydrometeorological station. Summarize the submitted data and create a handover record according to the Regulations on Hydrometeorological Data Archiving.- For data sent by post: Identify the postmark from the postal service sending the data; inventory the data and compare it with the summary prepared by the regional hydrometeorological station, if errors are detected, notify the station immediately for prompt supplementation; confirm on the data receipt record and send it back to the sending unit.

- Legal status check: Comments and signature of the director of the regional hydrometeorological station (seal included).

- Volume check of data: Based on the assigned task regarding measurement indicators (measurement factors), check the monthly report against the volume of data, and identify reasons for any shortages.

Regarding data verification:

- Check the physical condition of the data;- Verify the implementation process according to regulations;- Check various reports;- Ensure consistency between weather phenomena and types and amounts of precipitation;- Verify the reasonableness of the data on the graph and the weather phenomena;- Check calculation steps, and select extreme values according to factors in each report;- Annually (at the beginning of the year) collect and check the original records (SKT-5) of the previous year according to the above procedure.

Regarding evaluation, quality classification, and data transfer:

- Quality evaluation: After reevaluation, grade the quality of the data; combine with other activities (works, measuring equipment, implementation procedures, regulations, etc.) to evaluate the quality of basic rain measurement investigation for each station and the entire network of stations.- Report results: Report the quality results of basic rain measurement investigation of each regional station to the National Center for Hydrometeorology and send to relevant agencies and units.- Data transfer: After reevaluation and quality assessment of the basic investigation, all data is sent to the Center for Hydrometeorological Documentation for storage and exploitation according to current regulations.
