Principles of Operation of the Central Council for emulation and commendation in Vietnam

According to Decision 500/QD-TTg, the principles of operation of the Central Council for emulation and commendationare as follows:

The Council operates based on the principles of concentration, democracy, and majority voting. Different opinions of Council members regarding proposals for policies and measures on emulation and commendationare reported to the Prime Minister, Chairman of the Council for consideration and decision-making.

Organizational Structure and Members of the Central Council for emulation and commendation in Vietnam

The Council consists of a Chairman, Vice Chairmen, and Council members.

* The Chairman of the Council is the Prime Minister.

* The Vice Chairmen include:

- The Vice President of the State as the First Vice Chairman of the Council;

- The Minister of Home Affairs as the Standing Vice Chairman of the Council;

- The Chairman of the Central Committee of the Vietnam Fatherland Front as the Vice Chairman of the Council;

- The Chairman of the Vietnam General Confederation of Labor as the Vice Chairman of the Council.

* Council members include:

- Ministers, Heads of Government Offices;

- Head of the Office of the President;

- Members of the Standing Committee of the National Assembly;

- Minister of Labor - Invalids and Social Affairs;

- Representatives of the leadership of the Ministry of Public Security;

- Representatives of the leadership of the Ministry of National Defense;

- Representatives of the Central Organizing Committee;

- Representatives of the Central Mass Mobilization Committee;

- Representatives of the Central Propaganda Committee;

- Chairman of the Vietnam Women's Union;

- Chairman of the Vietnam Farmers' Union;

- Chairman of the Vietnam Veterans' Association;

- The First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union;

- Head of the Central Committee for emulation and commendationas the Standing Council member.

* The Standing Council consists of the Chairman of the Council, Vice Chairmen, and Standing Council members.

* The Ministry of Home Affairs is the permanent agency of the Council.

Tasks and powers of the Central Council for emulation and commendation in Vietnam

The Central Council for emulation and commendationhas the following tasks and powers:

- Coordinate between Party agencies, State agencies, the Central Committee of the Vietnam Fatherland Front, central agencies of political and social organizations, and localities in advising and proposing policies and measures for organizing the emulation movement and work on emulation and commendationnationwide.

- Periodically evaluate the emulation movement and reward work; make recommendations and propose policies and measures to promote the patriotism emulation movement; provide advice on summarizing the emulation and commendationwork; propose amendments and supplements to regulations and policies on emulation and commendation; and inspect the work of emulation and commendation.

- Guide the organization and evaluation of the emulation activities of emulation clusters and blocks organized by the Council.

- Consider and vote on honorary titles of the state such as "Heroic Province", "Heroic City", "Hero of the People's Armed Forces", "Labor Hero" according to the provisions of the Law on emulation and commendation(referred to as Heroic Titles) to provide recommendations and advice to the competent authorities for consideration and decision-making.
