Principles of Mobilization, Reception, Management, and Use of Foreign Aid Sources

On February 11, 2011, the Ministry of Education and Training issued Circular 06/2011/TT-BGDDT Regulations on the management and use of foreign aid funds.

In Article 4 Circular 06/2011/TT-BGDDT, it is stipulated that the activities of mobilizing, receiving, managing, and using foreign aid sources must comply with the following principles:

  1. The Ministry of Education and Training shall uniformly manage the state management of foreign aid sources based on democratic centralism, delegating and decentralizing responsibilities, harmonizing procedures between the Ministry and donors; all units engaging in mobilizing, receiving, and using foreign aid sources must undergo the Ministry of Education and Training's process of review, appraisal, management, inspection, and supervision and must strictly comply with current reporting policies.

  2. Comply with the laws of Vietnam and international treaties on ODA to which the Socialist Republic of Vietnam is a member. In case the international treaties on ODA to which the Socialist Republic of Vietnam is a member have provisions different from the laws of Vietnam, the provisions of such international treaties shall prevail.

  3. Foreign non-governmental aid (PCPNN) when formulated and implemented must comply with Vietnam's laws and commitments with donors approved by competent authorities. In cases where the donor's regulations or aid conditions differ from Vietnam's laws, the provisions of Vietnamese law shall prevail.

The following areas are prioritized for using foreign aid sources:

- Programs and projects implementing the national strategy on education and training.- Programs and projects implementing the National Action Plan "Education for All," prioritizing universal education and education in difficult regions and ethnic minority areas.- Programs and projects enhancing training and scientific research capacities for universities to meet the nation's new era human resource development requirements.- Programs and projects enhancing the state management capacity of the Ministry of Education and Training and the education management system at all levels.- Certain priority areas according to the needs of each period and the decision of the Minister of Education and Training.
