On August 11, 2011, the Ministry of Education and Training issued Circular 22/2008/TT-BLDTBXH regulating the awarding and receipt of scholarships and allowances for learners in educational institutions within the national education system.
Principles of Scholarship and Support for Learners in Educational Institutions under the National Education System (Illustrative Image)
The principles for receiving, selecting, and awarding scholarships and support are stipulated in Article 3 of Circular 35/2011/TT-BGDDT as follows:
Create favorable conditions and encourage sponsors to support learners for the purpose of educational career development.
The selection process ensures fairness, transparency, and accuracy of the target audience; avoids creating cumbersome administrative procedures for learners and difficulties for educational institutions.
The awarding process ensures formality, seriousness, flexibility, and appropriateness to actual conditions and circumstances, encouraging learners to strive in their studies and training.
Sponsorship will not be applied to the following forms of sponsorship:
- Direct sponsorship to the learner without going through educational institutions or educational management agencies;- Sponsorship for learners to participate in sightseeing, tourism, exchanges, or training courses outside the current educational program at the educational institution;- Sponsorships for the general activities of the school.
Additionally, the receipt of scholarships and support is regulated as follows:
- Regarding the agency receiving scholarships and support, it includes:
- Educational management agencies, if sponsored through them. The educational management agency guides educational institutions to select learners to receive scholarships and support according to the criteria and standards agreed upon with the sponsor;- Educational institutions, if directly sponsored.
- The agency receiving scholarships and support negotiates with the sponsor on specific requirements for the relevant parties, agrees with the sponsor in writing on the scholarship and support sponsorship, sets standards, dossiers, and procedures for selecting scholarships and support for learners, as well as the rights and responsibilities of the relevant parties.
