Principles for Managing the Socio-Economic Support Program for Rural Areas 2016 – 2025

Recently, the Ministry of Science and Technology (BKHCN) issued Circular 07/2016/TT-BKHCN regulating the management of the program supporting the application and transfer of scientific and technological advances to promote the socio-economic development of rural areas, mountainous regions, and ethnic minority areas from 2016 to 2025.

As stipulated in Article 5 of Circular 07/2016/TT-BKHCN on the principles of managing the Program to support the application and transfer of advanced S&T to promote rural socio-economic development, mountain regions, and ethnic minority areas from 2016 – 2025 as follows:

1. Management of projects under the Program

- The Ministry of Science and Technology centrally manages all projects under the Program and directly manages projects administered by the Central Government;

The Ministry of Science and Technology is responsible for determining the list of supported projects (including projects managed by the Central Government and projects delegated to local authorities for management); directly approving project proposals, approving projects, signing contracts, inspecting, evaluating, adjusting during the implementation process, and approving acceptance, approving project results managed by the Central Government.

- People's Committees of provinces and centrally-run cities manage projects authorized to local authorities for management;

Based on the list of projects authorized by the Ministry of Science and Technology for management, the Department of Science and Technology assists the People's Committees of provinces and centrally-run cities in approving project proposals, approving projects, signing contracts, inspecting, evaluating, adjusting during the implementation process, and approving acceptance, approving results of projects authorized for management;

Coordinate management between the Ministry of Science and Technology and local authorities in managing projects in the area.

2. Management of regular tasks under the Program

Regular tasks stipulated in Clause 2, Article 3 of this Circular are implemented by the unit managing the funds.

3. Ensuring transparency and publicity of information related to projects under the Program as stipulated in Clause 1, Article 8 of Circular 07/2016/TT-BKHCN and other relevant legal regulations.
