Principles for implementing support policies for enhancement of livestock efficiency in Vietnam are stipulated in Decree 106/2024/ND-CP.

On August 1, 2024, the Government of Vietnam issued Decree 106/2024/ND-CP detailing the support policies for enhancement of livestock efficiency in Vietnam.

Principles for implementing support policies for enhancement of livestock efficiency in Vietnam

Principles for implementing support policies for enhancement of livestock efficiency in Vietnam from September 20, 2024 include:

(1) Support shall be focused, time-bound, aligned with development goals, and balanced with available sources.

(2) Ensure transparency, prevent overlaps and redundancy, and enhance effectiveness.

- Publicly announce the beneficiary list at the competent authority (People's Committee office) with the minimum required information: name, address, support content, and supported amount.

- When there are complaints or accusations regarding the policy implementation, authorities shall handle them in accordance with the law.

(3) Costs for construction, equipment procurement, and technology investments shall be calculated as per the regulations on construction investment cost management and serve as a basis for considering support from the state budget.

(4) Costs for acquiring technology licenses, purchasing bulk feed storage tanks, acquiring plants for livestock feed; branding costs; relocation costs for livestock; procurement of artificial insemination supplies, semen doses, liquid nitrogen tanks; purchasing male breeding animals such as buffalo, cattle, goats, sheep, pigs, deer, and parent stock chickens, ducks, geese; waste treatment products, biogas systems, supplies, equipment, and testing costs; and training costs shall be estimated according to the provisions of the State Budget Law 2015 and budget estimate guidelines from the Ministry of Finance as a basis for budgeting state support.

(5) The support level from the state budget as stipulated in Decree 106/2024/ND-CP is the maximum support level. Specific support levels for each policy shall be based on the costs identified in (3) and (4) and the state budget's balancing ability at each period.

(6) Annual support implementation for policies specified in Article 8, clauses a and c, item 2 Article 10 of Decree 106/2024/ND-CP; One-time support for policies specified in Articles 5, 6, 7, 9, and clause b, item 2 Article 10 of Decree 106/2024/ND-CP.

(7) Organizations and individuals already receiving support from other policies, programs, or projects with the same content at the same time shall not be eligible for support according to Decree 106/2024/ND-CP. If a support content is stipulated in different policies, organizations and individuals shall only be eligible for one-time support for the said content.

(8) In case multiple organizations and individuals qualify for policy support under Decree 106/2024/ND-CP, priority shall be given to those who produce key local products; apply high technology; operate in remote, isolated, island, or economically difficult areas; create employment for the disadvantaged; engage in youth entrepreneurship; or are women-led.

More details can be found in Decree 106/2024/ND-CP, which takes effect in Vietnam from September 20, 2024.

Support contents for enhancing livestock efficiency approved before Decree 106/2024/ND-CP comes into effect shall be implemented as approved.

If policies have been submitted to competent authorities for support prior to the enactment of Decree 106/2024/ND-CP, they shall complete and supplement the documentation as stipulated by Decree 106/2024/ND-CP.
