Principles for Implementing Electricity Reduction When the National Power System Lacks Electricity Sources

On September 07, 2011, the Ministry of Industry and Trade issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

At Article 9 of Circular 34/2011/TT-BCT, the principles of implementing electricity regulation and reduction when the national power system lacks power sources are stipulated as follows:

  1. In the event that the national power system lacks power sources, power corporations and provincial power companies are responsible for implementing measures to minimize the impact of electricity reduction on production activities and people's lives. To be specific:

- Implementing measures to save electricity and manage electricity demand;

- Agreeing with customers using electricity with on-site backup power sources to exploit these sources when power shortages occur;

- Agreeing with industrial and construction customers on methods of rotating electricity reduction when the system lacks power or adjusting business production plans to reduce electricity consumption during peak hours when the system lacks capacity; arranging reasonable production plans, building and implementing plans to reduce electricity demand appropriate to the supply capabilities.

  1. In case the measures specified in Clause 1 of this Article have been implemented but the electricity output and consumption capacity of power corporations and provincial power companies are still likely to exceed the allocated electricity output and capacity, electricity reduction must be implemented according to the following principles:

- Reducing electricity for customers using electricity except for important electricity users approved by the provincial People's Committee according to the Regulations on conditions, procedures, and suspension, reduction in electricity supply, issued under Decision No. 39/2005/QD-BCN on December 23, 2005, by the Minister of Industry (Decision No. 39/2005/QD-BCN);

- Giving priority to providing electricity for important political-social events and other events as directed by the provincial People's Committee;

- Implementing electricity reduction according to the plan approved by the provincial People's Committee ensuring rotation, fairness, not prolonging electricity reduction for one area or one electricity load, reasonably meeting electricity needs for production and people's livelihoods.

  1. During the process of implementing electricity regulation and reduction, the Vietnam Electricity Group is responsible for updating the actual available power and load growth of the whole system to promptly adjust the electricity supply plan; directing power corporations and provincial power companies to implement the adjusted electricity supply plan to ensure stable operation of the national power system and provide maximum electricity when conditions permit.
