On October 8, 2024, the Government of Vietnam issued Decree 126/2024/ND-CP regulating the organization, activities, and management of associations in Vietnam.
According to the provisions of clause 3, Article 9 of Decree 126/2024/ND-CP, the principles for constructing, updating, managing, exploiting, and utilizing the association database in Vietnam include:
- Do not include information classified as state secrets related to the organization and activities of associations according to the law on state secrets;
- Delegate the updating, management, exploitation, and utilization and link the database construction of associations with electronic administrative procedures;
- Information in the association database is stored fully and accurately; it is exploited and used for the right purposes and efficiently according to legal regulations;
- The association database is protected strictly and safely according to legal regulations; complies with technical standards and regulations concerning information technology; ensures compatibility, safety, and uninterrupted function across the entire database system;
- Complies with legal regulations on network information security and other relevant legal provisions.
Additionally, the information in the association database includes:
- Information in the association database includes:
Information established when the steering committee for the establishment of an association requests to establish an association;
A copy or electronically signed document of the application to establish, divide, split, merge, consolidate, dissolve, rename, approve, or amend the association’s charter;
Specific information about the executive committee of the association or equivalent names (hereinafter referred to as the executive committee), the standing committee of the association or equivalent names (hereinafter referred to as the standing committee); president, vice president of the association; organizational structure, headquarters, phone number, term of office of the association;
Regular and ad-hoc reports;
Information on assets and finances of the association;
Other relevant information (if any);
- Information in the association database is established from the following sources:
Information updated on the National Public Service Portal and the Ministry of Home Affairs' Public Service Portal;
Information provided by associations in the application files to establish, divide, split, merge, consolidate, dissolve, rename, approve, or amend the association’s charter;
Information updated by the associations in the database;
Information provided by state management agencies related to the field of association activities;
Information digitized and standardized from decisions resolving administrative procedures related to associations;
Information shared, converted, and standardized from previously established databases.

More details can be found in Decree 126/2024/ND-CP which takes effect in Vietnam from November 26, 2024, and replaces Decree 45/2010/ND-CP of the Government of Vietnam regulating the organization, activities, and management of associations, and Decree 33/2012/ND-CP of the Government of Vietnam amending and supplementing several articles of Decree 45/2010/ND-CP.
Repeals Decision 68/2010/QD-TTg of the Prime Minister of the Government of Vietnam on regulations on associations with a special nature and Decision 71/2011/QD-TTg of the Prime Minister of the Government of Vietnam on ensuring financial support from the state budget for associations with a special nature.
