On February 10, 2019, Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, Invalids, and Social Affairs stipulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation at the intermediate level and college level in fields of materials, metallurgy, production, and other technical technology sectors will take effect.

According to the Regulations on the minimum volume of knowledge and competency requirements to be achieved by learners after graduating from the intermediate and college levels of pulp and paper production technology issued together with Circular 46/2018/TT-BLDTBXH, the minimum knowledge to be achieved by learners after graduating from the intermediate level in pulp and paper production technology is as follows:
- Present basic knowledge about labor safety and hygiene such as policies, regulations, and safety working procedures for personnel and equipment;
- Describe the structure, operating principles, and operational procedures of some main equipment in the pulp and paper production process such as Debarking drum, chipper, batch digestors, pulp washing equipment, screening and cleaning equipment, bleaching equipment, mixing tanks, hydraulic pulpers, pulp mills, thickening equipment, forming section and drying section of the paper machine, rolling and re-rolling equipment, sheet cutters, ruling equipment;
- List the main factors affecting the technological process and the quality of pulp and paper products;
- Present basic calculation methods for the pulp and paper production process;
- Describe methods for inspecting raw materials, basic chemicals, and product quality during the pulp and paper production process;
- Present basic concepts of the environment, environmental pollution, and waste treatment methods;
- Present procedures for shift handover, recording forms, and job logs;
- Present basic knowledge about 5S in the field of the industry;
- Present basic knowledge about politics, culture, society, laws, national defense and security, and physical education as regulated.
