On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs (MOLISA) issued Circular 46/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate and college levels in fields of materials, metallurgy, production, and other technical engineering technologies.

According to the regulations on the minimum required knowledge and competencies that learners must achieve after graduating from intermediate and college levels in the field of thermal engineering technology, issued together with Circular 46/2018/TT-BLDTBXH, it is stipulated that after graduating from the college level in the field of thermal engineering technology, learners have the capabilities to meet the requirements for job positions in the industry and trade including:
- Installing, operating, maintaining, and repairing residential and commercial refrigeration systems;- Installing, operating, maintaining, repairing, and operating industrial refrigeration systems;- Installing, operating, maintaining, and repairing air conditioning systems;- Installing, operating, maintaining, repairing, and operating boilers, drying systems;- Participating in the design, project development, and supervision of mechanical - thermal - electrical construction projects;- Producing and processing thermal equipment, participating in pressure equipment verification;- Consulting and selling thermal materials and equipment.
Additionally, the minimum required knowledge and competencies that learners must achieve after graduating from the college level in the field of thermal engineering technology can continue to develop at higher levels. Graduates have the capability for self-study, self-updating of technological advancements within the field to enhance their knowledge or pursue further studies to a higher level in the same industry and trade or in the same group of industries and trades or within the same field of training.
