Policies on Exploiting the Advantages of the Golden Population Structure (Illustrative Image)

To be specific, in Article 18 Draft Population Law 2020 the following measures are proposed to exploit the advantages of the golden population structure:

1. Informing, educating, and communicating about the advantages of the golden population structure.

2. Maintaining and prolonging the period of achieving replacement fertility rates to make the most of the time of the golden population structure.

3. Prioritizing the development of sectors, fields, products, goods, and services that employ a large number of young workers, workers with technical expertise, linked with the implementation of employment laws.

4. Improving the health of the working-age population group.

5. Educating, vocational training, enhancing the quality of human resources to adapt to the development of science and technology.

6. Implementing programs to create employment, reduce unemployment rates, and effectively utilize the labor force according to age groups, expertise levels, and technical proficiency.

7. Shifting labor from agriculture to industry and services to increase labor productivity, develop the labor export market; structuring jobs to match the demographic structure by gender, age, ethnicity, expertise level, and other characteristics.

8. Integrating population factors in the construction, implementation of strategies, planning, plans, programs, and socio-economic development projects of the entire country, each region, each sector, and locality.

9. Providing accurate, effective, and prompt information and statistics on human resources in various professions and sectors, connecting labor supply and demand markets, serving research, analysis, forecasting, and policy implementation.

10. Developing, supplementing, and amending policies, laws, strategies, and programs to improve the quality of human resources and effectively utilize the labor force during the golden population period.

Thus, measures such as education, vocational training, health improvement, labor shifting, and planning linked to socio-economic development are considered measures to ensure the advantages of the golden population structure.
