Policies for Detainees and Temporary Inmates

This is the basic content stipulated in the Internal Regulations of Detention Facilities in the People's Army issued with Circular 27/2018/TT-BQP issued on March 12, 2018.

To be specific, according to the regulations at the Internal Rules of the Detention Facility in the People's Army, the policies for detainees and temporary detainees include:

* Meal times and additional food

- At meal times, detainees and temporary detainees shall receive their food rations and eat within the time prescribed by the detention facility.

- The head of the detention facility decides whether detainees and temporary detainees can use gifts or deposited money to buy additional food, cooked food for immediate consumption, but not exceeding 3 times the daily food standard.

* Personal belongings and essential items brought into the detention and temporary detention rooms

- Detainees and temporary detainees are allowed to bring clothing, blankets, mosquito nets, mats, and personal items provided or lent by the detention facility in accordance with the regulations of the Government of Vietnam, family-provided items, documents related to the case, necessary personal living items, and items for children under 36 months if staying with their detained or temporarily detained mothers.

- Personal belongings and essential items must be arranged in designated locations, ensuring cleanliness, tidiness, and orderliness.

- The head of the detention facility decides on lending or allowing detainees and temporary detainees to bring additional personal items and essential items if necessary, and on items for children under 36 months to be brought into the detention and temporary detention rooms.

* Regulations within the detention and temporary detention rooms

- Detainees and temporary detainees must stay in their assigned locations, maintain hygiene, not write or draw on walls or doors, or engage in behavior disrupting order in the detention facility.

- Detainees and temporary detainees are subject to roll calls and inspections by detention facility officers.

* Medical examination and treatment

- Detainees and temporary detainees who fall ill must promptly report and strictly follow the instructions and guidance of medical and detention facility staff, as well as the internal rules and regulations of the medical examination and treatment facility.

- Detainees and temporary detainees are allowed to receive medication from relatives, provided there is a prescription from the medical examination and treatment facility; the medicine must be handed over to the detention facility’s medical staff to be administered under their supervision.

* Regulations on mental activity time

- Daily, detainees and temporary detainees are provided with one copy of the People's Army newspaper to read and return. Based on the number of detainees and temporary detainees in the facility, the head of the detention facility regulates the newspaper reading time.

- Daily, the detention facility broadcasts Voice of Vietnam for detainees and temporary detainees to listen to the news bulletins (morning, noon, and afternoon). Based on the working hours of the detention facility, the head of the detention facility decides on allowing detainees and temporary detainees to listen to additional broadcast programs of the Voice of Vietnam.

These regulations are outlined in Chapter II of the Internal Rules of the Detention Facility in the People's Army issued with Circular 27/2018/TT-BQP effective April 30, 2018.
