Policies and Safety Objectives in Petroleum Operations

Circular 40/2018/TT-BCT has been promulgated by the Ministry of Industry and Trade, stipulating the development and content of safety management documents in petroleum activities.

Circular 40 stipulates the policy and objectives concerning safety for petroleum operations as follows:

  1. Introduction to the Safety - Health - Environment management system and the programs applied to petroleum operations at the project and work sites.

  2. Policies and Objectives regarding Safety - Health - Environment specific to operations, including:

- Regarding Safety: Number of accidents and incidents in one year or the operational period (if shorter than one year); downtime due to incidents/accidents; total recorded incidents/accidents.- Regarding Environment: Commitment to prevent environmental incidents; minimize hazardous waste.- Regarding Management System: Safety - Health - Environment plans and procedures; Review of Safety - Health - Environment effectiveness; Investigation and reporting of incidents/accidents.

  1. Policies and objectives must be suitable to the capacity of the organization, individual, and in compliance with legal regulations.

  2. Commitment to implementing measures to achieve the set objectives.
