What tasks has the Prime Minister of Vietnam set to improve the foreign language ability of Vietnamese children in the period 2022 - 2030? - Thai Son (Vinh Long, Vietnam)

On November 25, 2022, the Prime Minister of Vietnam issued Decision 1477/QD-TTg approving the program "Support for improving foreign language ability and international integration for Vietnamese youth in the period of 2022–2030." There are a number of specific tasks, such as:
Specifically, in order to create a favorable environment and build a space to support the improvement of foreign language ability and international integration, the Prime Minister requested:
- Creating foreign language practice spaces for union members and young people at agencies, schools, and public places, as well as raising their awareness of the importance of foreign language training; encouraging and creating conditions for young people to participate in activities and learn foreign languages for free at children's palaces and houses;
Workers in export processing zones, foreign-invested industrial parks, and young people working abroad under contracts can regularly study and improve foreign languages.
- Promoting existing cultural institutions by creating an environment for young people to learn and practice foreign languages and integration skills
Actively transforming digitally and effectively bringing into play social networks, technology applications, online solutions, and multimedia in supporting activities to improve foreign language ability and international integration for young people pediatric.
- Creating conditions for young people to participate in activities and learn foreign languages for free at children's palaces and houses; creating conditions for workers in export processing zones, foreign-invested industrial parks, and young people working abroad under contracts to study and improve foreign languages;
There is a mechanism to encourage young people to establish foreign language training institutions and promote foreign language clubs, teams, and groups.
- Organizing foreign language learning programs, contests, games, and other activities for young people; organizing training activities to improve basic international integration skills such as communication, presentation, debate, group work, social practice, and so on; contests on the application of information technology, office informatics; training activities to improve digital transformation capacity; contests and awards for Vietnamese and regional youth.
As a result, it is critical to create a mechanism for young people, particularly young cadres at the level of learning and practicing strategies, to be interested, improve their foreign language ability, and integrate internationally.
- Including criteria on activities to improve foreign language ability and international integration for young people in the annual set of criteria for Youth Union work and youth movements in provinces, cities, and unions under their respective branches; raising foreign language criteria and international integration requirements when considering and awarding union and association prizes and titles.
- Conducting regular capacity and qualification reviews to synthesize the needs of young staff in foreign language training and retraining across the country; continuing to attach foreign language standards to civil servant recruitment exams; appointing leaders and managers; and raising civil servant ranks...
- Creating conditions for civil servants, public employees, union officials, union members, and youth to participate in the "National program on foreign language learning for officials, civil servants, and public employees in the period 2019- 2030" promulgated as an attachment to Prime Minister of Vietnam's Decision 1659/QD-TTg dated November 19, 2019.
Creating conditions for young officials, civil servants, officials, union members, and youth of all ages to participate in approved foreign language training programs.
- Education sector, vocational education and training institutions, and vocational education institutions create conditions for youth unions at all levels to deploy programs and activities to promote the foreign language learning movement for young people inside and outside of school.
- Create conditions for local Youth Union levels to participate in organizing activities to help children improve their foreign language skills.
- Documenting, developing, and introducing age-appropriate applications for foreign language learning and international integration, with a focus on free online English for children; developing and providing documents on the necessary international integration capacity for young people on the Vietnam Youth application.
- Creating foreign language learning programs for young staff to improve their ability to use foreign languages, international integration skills, and international work skills.
- Establishing, maintaining, and developing foreign language clubs, teams, and groups at educational institutions and residential areas; regularly organizing exchanges and exchange activities to improve foreign language ability and international integration; having a mechanism to encourage young people to set up foreign language training institutions
