NHNN Business Software Deployment Plan Clearly Stating Responsibilities of Each Unit (Illustrative Image)

According to Article 22 of Circular 34/2012/TT-NHNN, the unit in charge of information technology shall develop and organize the official deployment plan. The official deployment plan must clearly state the official deployment timeline and the specific responsibilities of each relevant unit during the official deployment, which includes:

- The unit in charge of information technology;- The unit in charge of business operations;- The software development unit;- The user unit.

Regarding the responsibilities of units upon the conclusion of the official deployment:

- The user unit shall report the deployment results to the unit in charge of information technology for consolidation and monitoring.- The unit in charge of information technology shall consolidate the official deployment report and send it to the software development unit for software completion and notify the unit in charge of business operations for coordination.

Additionally, the software acceptance committee is specifically regulated as follows:

- For software developed in-house by the State Bank of Vietnam, the unit in charge of information technology establishes the software acceptance committee;- For software purchased, the investor or the unit authorized by the investor establishes the software acceptance committee;- The software acceptance committee shall include officers from the unit in charge of information technology, the unit in charge of business operations, and other relevant units (if necessary).

The software development unit is responsible for preparing the conditions and supporting the acceptance testing. The software acceptance committee shall develop and conduct the acceptance test according to the acceptance scenario. Upon the conclusion of the acceptance testing, the software acceptance committee shall prepare a report along with the software acceptance record and send it to the unit in charge of information technology. If the software does not meet the business or technical requirements, the unit in charge of information technology shall continue to organize the rectification and completion of the software.
