Plan for Summary of Emulation and Commendation Work in Vietnam in 2024 issued by the Supreme People's Court

(1) Forms

- The work of summarizing and evaluating the emulation and commendation in 2024 at units under the Supreme People's Court, the High People's Courts, the Provincial People's Courts and equivalent (hereinafter referred to as units, People's Courts), and the People's Court Emulation Clusters will be organized in direct form.

- The Chief Justice of the Central Military Court is to uniformly direct the summarization of emulation and commendation in 2024 within the military court units at all levels as per the general regulations of the Ministry of National Defense of Vietnam.

(2) Content

- Summarize and evaluate the results of the emulation movements of units, People's Courts, Emulation Clusters in 2024; set forth directions, tasks, and solutions to organize emulation movements in 2025 to ensure they are substantive, practical, effective, and suitable to the characteristics, situations, and assigned functions and tasks;

- Discuss and share experiences in organizing emulation movements, propaganda work, building and replicating advanced models, and commendation work; combine with presentations from exemplary individuals and collectives in the emulation movement; introduce new models, effective and creative methods in performing professional tasks to exceed the targets according to Directive 01/2024/CT-CA dated January 2, 2024, by the Chief Justice of the Supreme People's Court on implementing the key tasks of the courts in 2024.

- Provide feedback and propose solutions concerning the leadership and management of the Supreme People's Court and the People's Court Emulation and Commendation Council in emulation and commendation work;

- Appraise, select, and recommend commendations for emulation titles and commendation forms for individuals and collectives with outstanding achievements in the emulation movement in 2024. The provincial-level People's Court Emulation and Commendation Council is tasked with appraising, selecting, and recommending commendations for the "People's Court Emulation Flag" for district-level People's Courts (as stipulated in Circular 01/2024/TT-TANDTC dated April 11, 2024, by the Chief Justice of the Supreme People's Court on emulation and commendation work; the Emulation Scoring Board applicable within the People's Court system issued as per Decision 123/QD-TANDTC-TDKT dated April 5, 2023, by the Chief Justice of the Supreme People's Court);

- Approve the emulation covenant content and sign the emulation covenant for 2025 within units, People's Courts, and Emulation Clusters;

- It may combine the organization of an advanced model conference to appraise and recommend commendation for the emulation movement in the 2020-2025 period (according to the Plan issued with Decision 174/QD-TANDTC dated July 8, 2024, by the Chief Justice of the Supreme People's Court) if conditions are met, but the advanced model conference content must be separated;

- Implement other tasks as directed by the Chief Justice of the Supreme People's Court and the People's Court Emulation and Commendation Council.

* Summary at the Emulation Clusters includes additional content:

- Evaluate the methods of organizing emulation movements, directing, managing, and organizing the emulation movements by the Cluster Head and Deputy Cluster Head units in 2024;

- Appraise, select, and recommend commendation for the "Emulation Flag" of the People's Court and the Government of Vietnam as per the directives, instructions from the Supreme People's Court, the Ministry of Home Affairs, and the Central Emulation and Commendation Committee for collectives within the Emulation Clusters with exemplary and outstanding achievements in 2024;

- It may combine the organization of an advanced model conference at the Cluster level to appraise and recommend commendation for the emulation movement in the 2020-2025 period, aiming for the advanced model conference and the Fifth National Emulation Congress of the People's Courts (according to the Plan issued with Decision 174/QD-TANDTC dated July 8, 2024, by the Chief Justice of the Supreme People's Court) if conditions are met, but the advanced model conference content must be separated;

- Disseminate new legal normative documents, directives, guidance on emulation and commendation work (if any); discuss and resolve issues in emulation and commendation work during implementation;

- Elect the Cluster Head and Deputy Cluster Head units for the emulation movement in 2025.

(3) Time, Place

Based on the provisions in Clauses 1, 2, Article 28 of Circular 01/2024/TT-TANDTC dated April 11, 2024, by the Chief Justice of the Supreme People's Court; point 2.5, section 2, part II of the Plan for implementing emulation and commendation work in 2024 (issued with Decision 551/QD-TANDTC dated December 28, 2023), the heads of units, People's Courts will decide specifically on the time and place for summarization, ensuring the summary conference is completed before October 10, 2024.

The leaders of the Emulation Cluster Head units will coordinate with the leaders of member units in the Cluster to actively propose the time and place for summarization, report to the leadership of the Supreme People's Court and the Standing Committee of the People's Court Emulation and Commendation Council for opinions before implementation, ensuring the summary conference is completed before October 15, 2024.
