The main contents of the plan for promoting the data value of the National Database on officials and public employees in state agencies in Vietnam include:

(1) Communication and dissemination to raise awareness and responsibility among Vietnamese officials and public employees, agencies, organizations, and units in updating and synchronizing data on the National Database on Vietnamese officials and public employees ensuring it is "accurate - sufficient - clean - live"; exploit, utilize, and maximize the data value of the National Database on Vietnamese officials and public employees, contributing to forming a national data center system that is uniformly and synchronously connected, simplifying administrative procedures and professional administrative operations; meeting the goal of establishing a streamlined, effective, and efficient digital Government of Vietnam.

Lead unit: State Organization Magazine and Information Center, Ministry of Home Affairs.

Coordinating units: Department of Officials, Ministry Office, Task Force of Scheme 06 of the Ministry of Home Affairs, and related units under the Ministry.

Completion deadline: Regular task.

(2) Coordinate with ministries, central authorities, and local authorities to expedite the updating and synchronization of data on the National Database on Vietnamese officials and public employees ensuring it is "accurate - sufficient - clean - live"; Vietnamese officials and public employees are responsible for reviewing and updating information fields as prescribed; the managing agencies of Vietnamese officials and public employees create, update, and regularly synchronize the data of Vietnamese officials and public employees, digitally sign for approval of Vietnamese officials and public employees data to be synchronized to the National Database on Vietnamese officials and public employees.

Lead unit: Task Force of Scheme 06 of the Ministry of Home Affairs.

Coordinating units: Department of Officials, Ministry Office, Information Center, and related units under the Ministry.

Completion deadline: Regular task.

(3) Connect and interlink data between the National Database on Vietnamese officials and public employees, the statistical reporting software of the Ministry of Home Affairs (thongke.moha.gov.vn), and the Intelligent Operations Center (IOC) of the Ministry of Home Affairs.

Lead unit: Ministry Office.

Coordinating units: Department of Officials, Department of Planning and Finance, Information Center, and related units under the Ministry.

Completion deadline: Q4 2024.

(4) Organize inspection, evaluation, data maintenance, and quality management of data within the scope of the National Database on Vietnamese officials and public employees as stipulated in Article 14 of Decree 47/2020/ND-CP.

Lead unit: Department of Officials.

Coordinating units: Ministry Office, Information Center, Task Force of Scheme 06 of the Ministry of Home Affairs, and related units under the Ministry.

Completion deadline: December 2024.

(5) Develop a report assessing the implementation results of tasks assigned by the Prime Minister of the Government of Vietnam as per Decision 893/QD-TTg and the regulations stipulated in Circular 06/2023/TT-BNV.

Lead unit: Department of Officials.

Coordinating units: Ministry Office, Information Center, Task Force of Scheme 06 of the Ministry of Home Affairs, and related units under the Ministry.

Completion deadline: January 2025.

(6) Organize a conference to evaluate the implementation results of tasks assigned by the Prime Minister of the Government of Vietnam as per Decision 893/QD-TTg and the regulations stipulated in Circular 06/2023/TT-BNV.

Lead unit: Department of Officials.

Coordinating units: Ministry Office, Information Center, Task Force of Scheme 06 of the Ministry of Home Affairs, and related units under the Ministry.

Completion deadline: Q1 2025.

(7) Submit to the leadership of the Ministry of Home Affairs for decision on amending and supplementing Decision 356/QD-BNV in the direction of requiring mandatory declaration of all information fields in the Curriculum Vitae form issued with Circular 06/2023/TT-BNV.

Lead unit: Information Center, Ministry of Home Affairs.

Coordinating units: Department of Officials, Department of Personnel Organization, Ministry Office, and related units under the Ministry.

Completion deadline: November 2024.

(8) Research and advise the leadership of the Ministry to submit to the Government of Vietnam a draft Decree stipulating the National Database on Vietnamese officials and public employees (using electronic resumes in the management and utilization of officials and public employees, creating, managing, using, and archiving electronic dossiers of officials and public employees, electronic cards for officials and public employees, etc.).

Coordinating units: Information Center, Department of Personnel Organization, State Archives and Records Department, and related units under the Ministry.

Completion deadline: Q1 2025.
