Plan for Natural Disaster Response and Emergency Situations Response

Dams and reservoirs are very important hydraulic structures for the daily life and production, and business activities of the people. However, they also pose a latent threat to the lives of the populace if there is no safe management mechanism in place for dams and reservoirs.

The state has issued numerous regulations to ensure safety, one of which is Decree 114/2018/ND-CP issued by the Government of Vietnam regarding dam and reservoir safety management.

According to Decree 114, owners of dams and hydroelectric reservoirs; organizations and individuals exploiting irrigation reservoirs and dams are responsible for annually developing, reviewing, adjusting, and supplementing disaster response plans and emergency response plans.

To be specific, the plans are regulated as follows:

- Disaster response plans are to be implemented according to the provisions in Article 22 of the Law on Natural Disaster Prevention and Control.- The main contents of the emergency response plan:- Operation scenarios for the reservoir in emergencies or dam failures;- Flood maps of the downstream area of the dam in emergencies or dam failures as prescribed in Article 27 of this Decree;- Emergency scenarios or dam failures and the response plan for key works;- Statistics of affected subjects and the extent of impact according to scenarios;- Regulations on policies, communication, warning, alarm methods to local authorities, state management agencies of irrigation, disaster prevention, and people in the affected area;- Response plans tailored to each flood situation in the dam’s downstream area;- Resources for organizing the implementation of the plan;- Responsibilities of the owner, manager, organizations, individuals exploiting the dam and reservoir, local authorities at all levels, and related agencies and units.

For dams and reservoirs with flood control gates; large reservoirs with free spillways currently in operation but lacking safety information and warning devices for the dam and downstream areas, it is mandatory to install safety information and warning devices for the dam and the downstream areas.

Decree 114/2018/ND-CP took effect on September 4, 2018, amending and supplementing Decree 67/2018/ND-CP.
