Circular 57/2018/TT-BTC issued by the Ministry of Finance on July 05, 2018, guides the implementation of Decree 29/2018/ND-CP. Attached are the regulations on the plan for handling assets that are backlog goods under customs operations.
Circular 57 stipulates that for properties which are goods in stock under the approval authority of the Prime Minister of the Government of Vietnam, the customs authority shall propose a handling plan (enclosed with 01 copy of the decision to establish public ownership of the assets - copy), and send it to the agency assigned to manage public assets under the Ministry of Finance:
- Based on the report of the customs authority, the agency assigned to manage public assets under the Ministry of Finance shall develop a property handling plan and report to the Minister of Finance to submit to the Prime Minister of the Government of Vietnam for consideration and approval after obtaining written opinions from the Minister of Culture, Sports, and Tourism.
For properties which are goods in stock under the approval authority of the Minister of Finance, the customs authority shall propose a handling plan (enclosed with 01 copy of the decision to establish public ownership of the assets - copy), and send it to the agency assigned to manage public assets under the Ministry of Finance:
- Based on the report of the customs authority, the agency assigned to manage public assets under the Ministry of Finance shall develop a property handling plan and submit it to the Minister of Finance for approval within their authority.
For properties which are goods that require special management according to legal regulations, the customs authority shall cooperate with the agency assigned to manage public assets under the Ministry of Finance to report to the Ministry of Finance for submission to the Prime Minister of the Government of Vietnam for consideration and decision on the form of disposal.
