Recently, the Ministry of Industry and Trade issued Circular 34/2011/TT-BCT stipulating the establishment and implementation of electricity supply plans when the national power system is lacking power sources.

In Article 10 Circular 34/2011/TT-BCT, the regulations on the plan to allocate the electricity output of the national power system for the following year are specified as follows:
Based on the approved operation plan of the next year's power system, in case the national power system is at risk of electricity shortage, before November 15, the Vietnam Electricity Group is responsible for organizing the preparation of the plan to allocate the electricity output of the next year's national power system monthly for the power corporations according to the method stipulated in Article 5 of this Circular and report to the Ministry of Industry and Trade for direction and supervision of the implementation.
The plan to allocate the electricity output of the next year's national power system includes the following contents:
- Estimated time to apply the allocation of electricity output;- The need for the initial electricity output of each power corporation during the months the national power system is short of electricity;- Available electricity of the national power system monthly during the period of electricity shortage;- Monthly allocated electricity output for each power corporation during the period of electricity shortage corresponding to the available electricity of the system each month.
