Persons Who Have Completed Prison Sentences and Pursue Vocational Training Courses Under 3 Months are Exempted from Tuition Fees

This is one of the measures to ensure the reintegration into the community for individuals who have completed their prison sentences, as stipulated in Decree 49/2020/ND-CP guiding the Law on Execution of Criminal Judgments regarding reintegration into the community.

People who have completed their prison sentences attending vocational training courses of less than 03 months are exempt from tuition fees, 49/2020/ND-CP

To be specific: at Article 11 of Decree 49/2020/ND-CP regulating the vocational training and job creation for people who have completed their prison sentences as follows:

- People who have completed their prison sentences and participate in vocational training at college, intermediate, primary levels, or courses of less than 03 months are exempted from and reduced tuition fees, provided with boarding policies, supported with training costs, meal money, and travel expenses if they fall under the category of beneficiaries of vocational training support policies according to current legal regulations.

In cases where the people who have completed their prison sentences do not fall under the category of beneficiaries of support policies according to legal provisions, the provincial People's Committee shall consider and decide on vocational training support policies for these individuals.

- People who have completed their prison sentences are entitled to borrow vocational training funds according to legal provisions on student credit; borrow job creation funds from the National Employment Fund, and are prioritized to register to participate in public employment policies as per legal regulations on employment support policies and the National Employment Fund.

Based on the local socio-economic situation, the Department of Labor, Invalids and Social Affairs shall cooperate with relevant agencies to advise the provincial People's Committee on using other credit sources to provide preferential loans to people who have completed their prison sentences for production development and job creation.

- People who have completed their prison sentences who are under 18 years old are given priority for vocational training and loan support for job creation; children who have completed their prison sentences are provided with appropriate support, intervention, and protection measures as per legal provisions.

- Based on the needs of people who have completed their prison sentences and the practical labor market, the Employment Service Center shall organize free employment counseling and referral for these individuals; monitor and report on the employment status of people who have completed their prison sentences to the state management agency on employment services.

In addition to vocational training support, prisoners when reintegrating into the community are also assisted with psychological support, legal procedure assistance, and other support policies.
