People’s Artisan Ceases to Receive Monthly Living Allowance in Which Cases?

Decree 109/2015/ND-CP stipulates the cessation of monthly living allowances and the recovery of health insurance cards for national artisans and elite artisans with low income and difficult circumstances as stipulated in Clause 1, Article 2 of this Decree in the following cases:

- Individuals voluntarily request to cease receiving monthly living allowances and health insurance;

- Individuals no longer fall under the category defined in Clause 1, Article 2 of this Decree;

- The decision of honor conferment is annulled or the honorary title granted by the state is revoked;

- The individual dies or is declared missing by the court;

- The individual emigrates abroad.

Additionally, the Decree stipulates the temporary suspension of monthly living allowances and the state's temporary suspension of health insurance contributions for the subjects specified in Clause 1, Article 2 of this Decree in the following cases:

- Individuals serving a prison sentence;

- Individuals subject to compulsory education measures or compulsory rehabilitation measures under administrative violation handling laws.

Furthermore, adjustments in the monthly living allowance level will be made when there is a change in the type of subjects as specified in Clause 1, Article 2 of this Decree or a change in the average monthly household income.
